Summary

The Capture Manager supports organizational growth by gathering business intelligence, identifying business opportunities, collaborating with cross-functional teams, senior leaders, and external stakeholders, and developing capture strategies that secure new and recompete contracts. This role shapes and executes enterprise-scale capture strategies across the pre-award lifecycle and ensures continuity between capture and proposal execution.

Duties and Functions Capture Strategy Leadership
  • Develop and implement winning capture plans, including win themes, differentiators, value propositions, teaming strategies, and customer messaging.
  • Customize capture strategies aligned with customer needs, leveraging competitive intelligence and evaluating market trends.
  • Lead opportunity validation and shape outcomes through a well-defined pursue/bid decision process.
Proposal Execution
  • Oversee technical and cost proposal development, ensuring alignment with customers’ requirements while driving quality and compliance.
  • Collaborate with technical, financial, and proposal teams to translate technical requirements into compelling bid submissions.
  • Guide technical volume creation, emphasizing innovative solutions, risk mitigation, and cost competitiveness.
Cross-Functional Team Leadership
  • Coordinate and foster collaboration across subject matter experts, program managers, pricing, contracts, recruiting, vendor management, and business development.
  • Build and direct high-performance bid teams, staffing personnel aligned to opportunity needs and customer expectations.
  • Coach bid teams throughout the lifecycle, drawing on experience to elevate the granularity of strategies and execution.
Customer Engagement and Positioning
  • Develop and execute customer engagement plans that enhance Loyal Source’s position while reinforcing the win strategy.
  • Shape procurement approaches by fostering relationships with key federal customers and stakeholders.
  • Influence teaming strategies while identifying high-value partners, key subcontractors, and potential personnel hires aligned with customer priorities.
Gate Reviews and Performance Optimization
  • Lead internal capture reviews, including gate reviews, pricing reviews, and strategy checkpoints.
  • Drive competitive analysis efforts to position Loyal Source’s offers against competitors, advancing differentiated features and benefits.
  • Document lessons learned, share best practices, and continually optimize capture processes for growth success.
Education and Experience

Bachelor's degree preferred or equivalent experience.

6-8 years of capture management experience.

Proven success leading captures and securing $50M+ large programs.

Experience leveraging a variety of contract vehicles and alternative acquisition pathways.

Preferred Requirements
  • Proven experience working complex, enterprise level bids.
  • Domain knowledge of any of the following:
    Military Health, Federal Civilian Agencies.
Knowledge/Skills/Abilities (KSA)
Knowledge

Knowledge of industry leading capture and proposal methodologies such as Shipley. Strong understanding of federal acquisition processes, contract types (non-IDIQ, IDIQ), and payment methodologies (FFP, T&M, cost-plus).

Skill

Leadership skills in managing high-stakes, multi-disciplinary bid teams in fast-paced environments.

Ability

Exemplary business development acumen, with a history of achieving or exceeding challenging capture goals and quotas.

Work Environment/Condition

Standard office setting with typical lighting, temperature, and equipment. Work involves frequent research, collaboration, and initiative management within fast-paced cycles.

Physical Demands

Ability to sit or stand for extended periods, review documents, conduct digital research, and manage several concurrent tasks.
