General Function:
Under the Right of Way Initiative of Snohomish County, the Program Manager is responsible for providing supervision of the housing case management team who assists homeless individuals living on Rights of Way transition from homelessness to permanent housing. The Program Manager also oversees day-to-day program operations and reporting.
Principal
Activities:
- Manage staff and services for the day-to-day operation.
- Serve as the Hiring Manager for all new Case Managers.
- Monitor staff work performance and schedule weekly supervision to accomplish job results by coaching and mentoring.
- Serve as a mediator for staff conflict resolution.
- Manage activity in the Paycom system including monitoring staff's worked hours and checking for accuracy and completion, approving every pay period, requests for time off, and ensuring accurate labor allocation.
- Cultivate positive relations with Commerce, community partners, and other service providers that would lead to program growth and development.
- Coordinate with partners and program staff to ensure effective program operation, collaboration between all partners, landlords, program participants, volunteers, and other constituents.
- Develop and implement systems and best practices and conduct program research and planning.
- Provide strong presence and advocacy in the communities served and build social connections.
- Coordinate with office staff, Case Managers, landlords, and clients to support timely and accurate service delivery.
- Manage grants and reporting for the Right of Way Program. Answer clients' and landlords' calls and provide conciliation to resolve issues as needed.
- Manage program expenditures.
- Work with the Arlington Community Resource Center and Housing Services Case Managers to develop and manage a coordinated system for ensuring effective communication, collaboration, responsiveness, case management, and referrals for identified people living on Rights of Way through the acquisition of better and more permanent housing situations.
- Develop strong collaborative relationships with property owners/landlords to help the Case Managers facilitate the placement of clients into safe, decent, and affordable permanent housing.
- Work closely with Case Managers regarding project spend downs (move in costs, rent assistance, etc.) Work closely with Case Managers to ensure accuracy with program payments and timely submissions of Request For Payment packets for clients.
- Participate in all mandatory external and internal meetings and trainings.
- Adherence with the Agency's code of ethics and regulations for confidentiality.
- Assist Case Managers with maintaining accurate client records in HMIS within the 5-day timeline as required by Snohomish County.
- Serve as the VOAWW Agency Driver for clients' transportation needs, if necessary.
- Ensure that all individuals and households receiving Rapid Re-housing services meet program eligibility requirements.
Qualifications:
- BA in Human Services or a related field, plus a minimum of 3 years of experience working directly with homeless populations.
- At least 2 years of supervisory or management experience required. Experience working with clients that have mental illness and substance abuse challenges.
- Experience working with families and individuals in crisis.
- Ability to provide culturally appropriate services to people from diverse backgrounds.
- Effective organizational skills, and attention to detail and accuracy.
- Highly developed interpersonal skills with the ability to work cooperatively with staff, landlords and participants.
- Ability to prioritize and work independently.
- High proficiency in MS Office programs, especially Excel.
- Ability to work in the office, or remotely as needed.
