The Target Pay Range typically considered for this position is $93,408 - $130,320 annually. The Full Pay Range for this WMS Band 2 (X2C) is $71,004 - $130,320 annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training. We will consider your individual qualifications, should we make you an offer of employment.

The Department of Labor & Industries (L&I) is seeking a DOSH Compliance Manager in Region 4 (Tumwater, Kelso, or Vancouver) to provide strategic leadership for occupational safety and health compliance operations across Southwest Washington.

This is a unique opportunity to lead one of the state's largest and most influential workplace safety programs. You'll oversee a team of supervisors, investigators, and technical experts responsible for ensuring employers comply with workplace safety laws, reduce injuries and illnesses, and protect workers in industries ranging from construction and manufacturing to logging, agriculture, maritime, and more.

About the Role

As the Region 4 Compliance Manager, you will lead a team of 20 Compliance Industrial Safety and Health Investigator Supervisors (CISHI 5s), field investigators, and technical staff.

This position serves as a key member of DOSH leadership, helping to shape policy, improve statewide consistency, strengthen technical excellence, and advance the agency's mission of keeping Washington workers safe and healthy.

Duties

What You’ll Do

Lead and Develop a High-Performing Team

  • Mentor, coach, and support supervisors and compliance staff.
  • Build a culture of accountability, collaboration, professionalism, and continuous improvement.
  • Recruit, develop, and retain a highly skilled workforce.
  • Promote employee growth, engagement, and succession planning.

Influence Policy and Strategic Direction

  • Collaborate with senior leaders to develop and implement agency and division priorities.
  • Provide expertise on legislation, regulations, enforcement policies, and emerging workplace hazards.
  • Participate in statewide initiatives, strategic planning efforts, and continuous improvement projects.

Build Partnerships and Public Trust

  • Work closely with employers, labor organizations, industry associations, legislators, local governments, and community stakeholders.
  • Represent L&I in public meetings, presentations, and stakeholder discussions.
  • Foster productive labor‑management relationships and collaborative problem‑solving.

Qualifications

Required Education, Experience, and Competencies

  • Five or more years of progressively responsible management and leadership experience with a proven ability to manage for accountability and achieve measurable results.
  • Expert knowledge of federal and state occupational safety and health programs, policies, and regulations.
  • Expert knowledge of public sector management and leadership principles.
  • Advanced knowledge of and experience with regulatory, legislative, and budget processes.
  • Demonstrated ability to think and plan strategically, develop and implement performance measurement systems, and achieve results critical to the agency’s mission.
  • Skills to manage in a politically complex environment, build partnerships, and address multiple competing priorities and diverse stakeholder interests.
  • Effective public speaking and written communication skills.
  • Significant knowledge of federal and state employment laws and labor contracts, recruitment and fair hiring practices, performance appraisal, coaching and mentoring, corrective and disciplinary action, and promoting a diverse workforce.
