BRIEF DESCRIPTION

The Commission is seeking an experienced water resource professional with a background in engineering and/or applied science to work primarily in the Water Resource Operations branch. The successful candidate will be able to work independently and lead others on complex projects; develop project scopes and work plans and supervise others in their successful completion; possess advanced oral and written communications skills;

and have the following technical abilities:

  • Apply models appropriately to address water resource questions such as reservoir operations for multiple objectives, developing mitigation measures to address the impacts of drought and climate change on water availability and habitat, or assessing the impacts of point and nonpoint source discharges on water quality;
  • Develop, maintain, and apply watershed, hydrologic, hydraulic, and flow routing models to estimate baseflow, runoff and pollutant loads to link with receiving water quality models and/or flow models;
  • Evaluate water availability, water use, flood and drought planning;
  • Apply data science tools to a wide variety of water resource evaluations, including statistical and uncertainty evaluation, component analyses, improvements to process-based water resource models, and data visualizations;
  • Support planning and regulatory activities of the Commission that require models;

The successful candidate will also be able to:

  • Work on cross-branch project teams in collaboration with managers from other sections, as needed, for discrete projects;
  • Prepare effective reports and presentations of technical material for advisory committees, the public, the regulated community, and government agencies;
  • Participate in external committees, meetings and conferences on behalf of the Commission; and
  • Assume other responsibilities, as assigned, to benefit the Commission.
QUALIFICATIONS

Education: Graduation from an accredited college or university with a Master’s Degree (preferred for E-20, required for E-21) or Bachelor’s Degree (required for E-20) in Civil/Environmental Engineering, Environmental Science, Data Science, or related discipline, preferably with an emphasis in water resources. Professional experience related to hydrology, hydraulics, water quality, water pollution control, data science, and/or statistics is desired.

Experience: This position requires a minimum of 8+ years of professional experience for the E-20 grade level or 10+ years of professional experience for the E-21 grade level; a Master’s Degree and/or Ph.D. in relevant field may be considered for equivalent years of relevant professional experience. Possession of Professional Engineer (PE) license is strongly preferred. Advanced understanding and expertise in process-based hydrology, modeling of surface waters, and statistical analysis is required.

Proficiency with coding languages and tools useful for data management and analyzes is expected, and background or interest in using and applying AI/machine/deep learning is a plus but not required.

Qualified candidates must be ready to analyze and develop solutions for real-world water resource issues to inform sound policy and decision making. The successful candidate will be expected to perform modeling, coding, data management, data evaluation, fieldwork, and report writing; supervise project teams; and perform additional tasks needed to accomplish the Commission’s mission. The candidate should possess advanced skills in communicating complex information to audiences of varying levels of sophistication, scientific knowledge, through visual and oral presentations and written documentation.
