POSITION OVERVIEW:

Under the direction of the Airport Director, independently performs professional fiscal analysis involving the Airport's operating and capital financial activities,including budget preparation, review and monitoring; analysis of expenditures and revenues; grants and contracts; financial reporting; and maintenance offiscal records. The position works closely with the County Chief Financial Officer and Office of the Chief Financial Officer to ensure Airport financial activities are properly coordinated with County fiscal requirements, policies,and procedures.

SUMMARY:

The Senior Fiscal Analyst serves as a key professional fiscal resource to Airport administration, providing analytical, evaluative, and interpretive support forthe Airport's operating and capital finances. The position works closely withthe County Chief Financial Officer and Office of the Chief Financial Officer on budgeting, accounting, financial reporting, grants, contracts, procurement,revenues, expenditures, and internal controls.

The Senior Fiscal Analyst analyzes financial activity to identify trends, variances,discrepancies, funding concerns, and compliance issues; assists with budget preparation and monitoring; prepares financial reports, projections, and recommendations; and reviews financial documentation to ensure funds are properly accounted for and used in accordance with County requirements and applicable contractual, legal, and funding requirements.

The position also coordinates financial documentation associated with County purchasing, accounts payable, grant administration, contracts, leases, and matters presented to the Board of County Commissioners. The employee exercises independent professional judgment within established policies and procedure sand refers highly complex, sensitive, or policy-level matters to the Airport Director and County Chief Financial Officer, as appropriate.

ESSENTIAL

DUTIES AND RESPONSIBILITIES:

Fiscal Analysis and Budget Administration

• Serves asa professional fiscal resource to the Airport Director and works collaboratively with the County CFO and the CFO's Office on budgetary,financial, contractual, grant-related, procurement, revenue, and expenditure matters.
• Analyzes Airport expenditures, revenues, administrative and operating costs,encumbrances, and available balances to identify variances, trends,discrepancies, funding concerns, and other issues affecting Airport operations.
• Assists with the preparation, review, monitoring, and administration of the Airport'soperating and capital budgets and prepares related analyses, projections,summaries, and recommendations.
• Determines whether sufficient funds and appropriate budget authorizations are available before financial obligations are processed.
• Assists with year-end financial activities, including reviewing open obligations,preparing accruals, and reconciling partially completed contracts.

Grants,Contracts, and Compliance

• Reviews grants, funding agreements, contracts, leases, and related documents to identify allowable expenditures, funding restrictions, reporting requirements,deadlines, and other fiscal obligations.
• Monitor sand analyzes grant and contract expenditures to determine whether funds areused in accordance with applicable terms, legal requirements, and County policies.
