Overview

Part–time field liaison responsible for coordinating as an intermediary between the archaeology field crew, contractors and tribal monitors for a project located in Cumberland County, Pennsylvania. This role will involve full on‑site presence for the duration of the 5‑month project from summer 2026 to the end of 2026, facilitating 10‑hour days, 7 days a week. The consultant will rotate two field crews so that excavations can occur continuously.

One field liaison will be on the project site at all times during the archaeological monitoring work.

Responsibilities
  • Primary point of contact for tribal monitors, Faith keepers, or other Tribe and Nation representatives while in the field.
  • Facilitate scheduling and participation of tribal monitors and Faith keepers.
  • Ensure the tribes and nations receive timely formal notifications about excavation schedules, schedule changes, and archaeological discoveries.
  • Relay formal and informal communications between PennDOT, the archaeology consultant, contractors, and Tribe and Nation representatives.
  • Help organize, attend and support cultural sensitivity and awareness training for archaeologists and contractors.
  • Participate in weekly coordination meetings and help resolve communication disputes or field conflicts.
  • Take the lead on providing protocol reminders during the weekly protocol meetings.
  • Identify which protocol topics should be refreshed during the daily safety meetings.
  • Support compliance with agreed cultural protocols and consultation commitments.
  • Assist with access, safety coordination, and monitoring requirements.
  • Ensure tribal concerns are integrated into archaeological recovery and construction monitoring activities.
  • Help oversee respectful treatment of culturally sensitive materials and adherence to duty‑of‑care procedures.
  • Ensure field crew adheres to field recovery protocols.
  • Report protocol issues that may arise in the field to PennDOT and the KCI project team members.
  • Assist the archeology consultant by reviewing daily summary emails and forward them to tribes and nations daily.
  • When tribal monitors indicate non‑adherence to protocols, work with the consultant team to identify and rectify the issue; if necessary, elevate concerns to PennDOT and KCI project team members.
  • Review, sign, and comply with the project’s health and safety plan (HASP) and provide the required personal protective equipment, including lace‑up safety‑toed boots.
  • Use KCI supplied PPE: lime green safety vests, hard hats, and eye protection worn at all times on‑site.
  • Complete required eRailSafe training before field work commences.
  • Maintain confidentiality requirements protecting the site and any recovered artifacts.
Qualifications
  • Minimum of 8 years of relevant work experience with a high school diploma or GED, or minimum of 6 years with a bachelor's degree.
  • Ability to understand construction plans, specifications, and procedures.
  • Basic math skills, including geometry and trigonometry.
  • Strong written and verbal communication skills.
  • Team‑oriented and capable of completing daily reports by hand and computer.
  • Valid driver’s license.
  • Ability to maintain required certifications.
