Job SummaryJob incumbent manages the Community and Infrastructure Development Division with administrative, accounting, construction support managing department operations budgets, tracking office processes, document management, shipping and receiving, contract support, grant funds and participating in daily activities with Community and Infrastructure Development Division.

Essential Functions- Under the general supervision of the Infrastructure Division Director, the job incumbent will:
- Assists with the implementation and completion of the project within the Infrastructure Division.
- Manages and purchases supplies as require, which includes frequent errands to purchase supplies from local retailers.
- Maintains a clean, safe and organized work area.
- Prepare, process, and manage internal documents, including but not limited to travel documents, purchase requests, service contracts, and procurement card reports.
- Monitor budgets and spending. Maintains soft‑ledger to track expenses against encumbrances. Analyzes financial data and extracts and defines relevant information; interprets data for determining past financial performance and/or to project a financial probability on jobs.
- Support construction and contract MandO programs. Interface with contractors and consultants.
- Manage hard copy and electronic records including office documents, construction documents and OandM manuals using common practices. Develop and maintain document storage in file cabinets, bookshelves and electronic storage.
- Manage safety and training materials and tracks staff training needs.
- Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
- Provides information to internal and external partners.
- Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
- Manages grants. Prepare and verifies required reports for state, federal, and general funds are submitted timely. Processes funding/grant documents through the approval process. Analyzes award balance sheets, expenditures, and revenue to assure compliance with specific grant guidelines on a monthly basis. Assists them with budget revisions and inquiries. Maintains communication with granting agency.
- Maintains policies and procedures manual. Processes reviews and authorizations for updates as needed.
- Must be flexible and available to Tanana Chiefs Conference scheduling needs. Must be able to work overtime, evenings, weekends and travel, at times with very little notice.
- Other duties as assigned
- Preferred Bachelors degree in business, accounting, or equivalent related experience.
- Three to Five (3-5) years construction experiences preferred.
- Three (3) years clerical experience with the ability to operate standard office equipment.
- Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.
- Computer experience using the Microsoft programs, Oracle, Agiloft, Adobe A robat Pro and database systems. Ability to efficiently use and manipulate Excel spreadsheet
