Duties/Responsibilities
  • Act as a technical expert and advisor for civil and structural systems, including steel and welding features for federal construction projects.
  • Provide advisory, consulting, and review services for civil/structural system issues or non‑compliance.
  • Review contract documents, including plans and specifications, to ensure constructability, compliance, clarity, and issue identification.
  • Engage in all contract modification processes, assisting in RFP scope preparation, government estimates, contractor proposal reviews, and modification documentation.
  • Support steel and welding inspections, quality assurance, contract administration, and technical expertise provision.
  • Document and analyze contractor plans and technical submittals, including progress schedules, environmental and safety programs, certifications, and shop drawings, providing comments as needed.
  • Prepare correspondence related to Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical matters.
  • Generate partial and final payment estimates, including measurements, computations of pay item quantities, verification of materials, and assessment of the percentage of completion for lump sum items.
  • Show demonstrated expertise in steel and steel connection design.
  • Review weld design compliance through examination of plans, submittals, RFIs, and field inspections.
  • Possess experience in non‑destructive inspections (NDI) and hold AISC certification.
  • Monitor scheduled progress of construction activities, advising the Resident Engineer, COR, and project team regarding any potential delays.
  • Participate in RFI and submittal reviews, coordinating with designers, RE, and technical experts for contractor responses.
  • Provide technical assistance regarding HEMP Shielding, RF Shield, and ICD 705 construction requirements, documenting and interfacing with the Designer of Record for technical changes.
  • Maintain project management data logs necessary for decision‑making.
Education/Experience
  • Bachelor's Degree in Engineering, preferably in Civil or Structural Engineering.
  • Current Professional Engineer license within the State of Alaska.
  • A minimum of 10 years of experience as a structural engineer on large, complex multimillion‑dollar federal construction projects, ideally with USACE or the Department of Defense.
  • Experience with non‑destructive inspections (NDI) is required.
  • AISC certification is mandatory.
  • Familiarity with Radio Frequency (RF) Shield and ICD 705 construction requirements is preferred.
  • Knowledge of HEMP design and construction requirements is a plus.
