Director of Operations Position Summary
Interior Gas Utility (IGU) is seeking a qualified engineer to support the design and technical integrity of our liquefied natural gas (LNG) storage facilities. This role is focused on engineering design and analysis rather than day-to-day plant operations. The successful candidate will spend the majority of their time performing code analysis, developing piping designs, preparing bid and contract documents, reviewing contractor and vendor proposals, updating existing engineering drawings, and assisting in the review of operating and maintenance procedure updates.
While the emphasis is on design and analysis, the position will also involve troubleshooting specific operational issues at the LNG storage facilities and developing engineered solutions to resolve them. The engineer is expected to investigate problems as they arise, determine root causes, and recommend and document practical corrective actions.
The position is based in Fairbanks, Alaska, and works closely with the supervisors of IGU’s LNG plant, LNG storage facilities, and distribution piping network. IGU offers a competitive salary with a full benefits package.
About Interior Gas UtilityThe IGU was formed as a community answer to an energy crisis of high heating costs and poor air quality by building a natural gas utility to bring natural gas to the community at an affordable price. The natural gas utility was established in 2012 and is governed by a seven-member Board of Directors. The IGU’s mission is to provide low cost, clean burning natural gas to the largest number of people throughout the Fairbanks North Star Borough safely, economically, and as quickly as possible.
The IGU seeks an individual who will focus on facilitating public and private partnerships and share in the passion and dedication of this community vision.
The core focus of this position includes the following:
- Code analysis — Perform code analysis for LNG storage and piping systems to confirm compliance with applicable codes and standards (e.g., NFPA 59A, ASME B31.3/B31.8, API, and 49 CFR Part 193), and document the basis for design decisions.
- Piping design — Develop and analyze piping designs for LNG storage facilities, including layout, sizing, material selection, and support of piping and mechanical systems.
- Bid documents — Prepare bid and contract documents, including scopes of work, technical specifications, cost estimates, schedules, and engineering deliverables for procurement and construction.
- Proposal review — Review contractor and vendor proposals, submittals, and cost reports for technical adequacy, code compliance, and alignment with IGU requirements, and provide recommendations.
- Drawing updates — Update, redline, and maintain existing engineering drawings, including P&IDs, plot plans, and piping and mechanical drawings, to reflect current facility conditions and design changes.
- Procedure review — Assist in reviewing and updating operating, maintenance, and standard operating procedures, and support the management of change (MOC) process for procedure and design revisions.
- Support engineering design and procurement for IGU capital and operational projects, and prepare engineering deliverables for these projects.
- Develop and analyze alternatives for LNG production, storage, and transportation, and assist in the development of capital planning.
- Complete annual updates to IGU Standards of Construction.
- Support and manage compliance efforts with various regulatory agencies, and identify and mitigate project and facility risks.
- Create and manage process equipment inspection and maintenance records, and perform Root Cause Failure Analysis as needed.
- Act in accordance with IGU’s procurement policy for project submittals, project correspondence, and invoices, and produce weekly and…
