Overview

Under the direction of the Development Services Director, the Development Coordinator is responsible for managing City grant programs funded under HUD. Work involves program, project, and fiscal management. Performs other work as assigned.

Responsibilities
  • Manages grant project and program activities to insure compliance with all federal/state/city regulations.
  • Develops systems and controls to ensure project compliance with federal/state regulations including HUD, EEO, Davis-Bacon, etc.
  • Facilitates and supervises implementation of a 5-year Consolidated Plan.
  • Develops programs/projects progress, annual reports, and action plans for submission to grantors.
  • Develops and maintains extensive project and program records consistent with federal regulation and contractual obligations.
  • Manages all aspects of grant funds and expenditures from various state, federal, and local sources.
  • Monitors rehabilitation contractors to insure compliance with program requirements.
  • Develops annual budgets for grant programs and regulates the expenditure of funds allocated.
  • Reviews and recommends fiscal and programmatic amendments to projects.
  • Reviews and updates Neighborhood Betterment policies, procedures and programs as needed.
  • Analyzes financial data for detailed expenditure forecasting and budget planning.
  • Analyzes program/projects and recommends to the Development Services Director goals for improving or expanding departmental programming.
  • Works closely with legal, engineering and/or financial professionals in developing necessary plans, bids, and contract specifications.
  • Serves as Fairborn's Fair Housing Advocate conducts fair housing workshops and seminars and provides information on such.
  • Develops, participates, and implements on-going or short-term specialized task forces.
  • Provides for landlord-tenant conflict resolution.
  • Resolves citizen complaints and contractual disputes.
  • Investigates Fair Housing complaints based on discrimination.
  • Ability to make presentations to City Council regarding grant proposal programs.
  • Markets Neighborhood Betterment Division program and activities.
  • Provides liaison with local and federal officials and with new media.
  • Represents the City on various community based boards/committees.
  • Conducts public hearings, informational meetings, and loan review board meetings.
  • Supervises and mentors division subordinates.
Qualifications
  • Bachelor's Degree in Business or Public Administration or related field; two (2) years experience in HUD implementation or an equivalent combination of education and experience desired. Must have a valid Ohio Driver's License.
  • Knowledge of HUD regulations and requirements.
  • Knowledge of grants administration (State of Ohio Community Development Grant - housing and US Department of Housing Community Development Block Grant).
  • Knowledge of Fair Housing Act of 1968 and Amendment of 1988 and accompanying State and Federal regulations.
  • Skill in organizing files and keeping progress of all grants.
  • Skill in dealing with people and solving disputes.
  • Skill in development landlord/tenant relationships.
  • Ability to write logically and succinctly.
  • Ability to apply, implement and close out in-take forms as well as check, validate, proof-read, file, analyze, summarize and interpret all fair housing paperwork.
  • Ability to read, understand and compile basic financial statements.
  • Ability to make public speaking presentations.
  • Ability to develop and maintain effective working relationships.
  • Ability to supervise program subordinates.
  • Prepares grant month-end statements and prepares and tracks all grant purchase requisitions.
  • Manages funded activities in HUD's Integrated Disbursement and Information System (IDIS), OCEAN, and Salesforce.
  • Prepares grant applications for additional funding opportunities.
