Overview

Job Description ECS is seeking a Proposal Analyst to work in our Fairfax, VA office. The Proposal Analyst team supports ECS Proposal Operations (Prop Ops) and provides proposal support to the entire growth engine  role offers a balance of independent and collaborative work and opportunities across the company.

Responsibilities

Proposal Content Development:

  • Uses exceptional written and verbal communication skills daily to create, tailor, and edit content.
  • Supports Proposal Managers in resumes and past performance references development, tailoring materials to better meet solicitation requirements.
  • Performs copyediting, formatting and desktop publishing on proposal documents. Regularly reviews and copyedits proposals, focusing on desktop publishing, grammar, and style depending on the proposal stage.
  • Participates in meetings with proposal team and key stakeholders to review win themes, competitive assessments, and proposal strategy.
  • Consolidates color team review comments, combining and resolving duplicative feedback items.
  • Regularly liaises with proposal contributors to create responsive RFI templates. Selects RFI cover designs, creates compliant response outlines, inserts appropriate base content (leveraging AI and other automated tools), and conducts final RFI desktop publishing activities.
  • Supports development of CUI/ITAR RFI responses and proposals in a GCC High environment.
  • Fulfills production activities for hard-copy proposal submissions.
  • Creates compliance matrices, win themes, letters of commitment, letters of authorization, master tracking workbooks, NDAs, notices of intent to bid, resumes, past performance materials, and other proposal artifacts using pre-built templates.
  • Manages and reports on status of letters of commitment and letters of authorization, subcontractor data calls, NDAs, and past performance questionnaires.

Administrative/Technical:

  • Builds and maintains SharePoint sites for proposals and provides guidance on changes to the SharePoint environment.
  • Troubleshoots SharePoint access issues and administers 3rd-party SharePoint access requests.
  • Supports SharePoint-Salesforce integration initiatives.
  • Assists Proposal Managers by taking notes and recording action items at proposal meetings, including daily updates and color reviews.
  • Performs logistics/scheduling activities, manages data calls to subcontractors, supports color team evaluations and White Glove efforts as needed.
  • Coordinates with key stakeholders, including 3rd-party members.
  • Administers the SharePoint environment for each proposal development opportunity, including site setup, permissions, troubleshooting, and document filing.
  • Performs administrative tasks such as scheduling meetings, printing hard copy materials for onsite meetings, and filing documents in SharePoint.
  • Supports business intelligence tasks such as database updates.
  • Orders meals during long proposal activities and orders Prop Ops/Strategy Operations office supplies and occasional IT items.
  • Creates Purchase Requisition s for subcontracted labor.
Required Skills
  • One or more years of experience as a Proposal Coordinator or Analyst in a federal proposal team.
  • At least two years of experience using MS Office Suite with high proficiency in Microsoft Word.
  • Superior attention to detail, organizational and multitasking skills; ability to manage and prioritize multiple time-sensitive tasks.
  • Strong communication skills, both written and oral; excellent writing/editing abilities.
  • Positive, professional, and team-oriented attitude with a "no task is unimportant" work ethic; proactively addresses potential issues.
  • Experience working in a collaborative, deadline-driven environment to draft and edit written content.
  • Bachelor’s degree in Communications, English, Journalism, Business, or related field (or equivalent experience).
  • Extreme attention to detail.
  • Occasional travel to ECS offices in Fairfax, VA and the Washington, DC metro area may be required to support in-person proposal meetings.
Desired Skills
  • Experience with Microsoft Teams, Microsoft Office, Microsoft SharePoint, Adobe Acrobat, and Deltek Costpoint.
  • CF.APMP Certification.
  • Shipley training.
  • Proven aptitude for formatting, editing, and tailoring written materials for proposals.
  • Top Secret clearance with SCI eligibility.
