HII's Mission Technologies division is currently seeking an experienced Subcontracts Administrator to join our team! You will be responsible for the start-to-finish administration of major subcontracts to the company and managing high volume subcontracting activities that enable efficient operations and success of critical All-Domain Operations (ADO) Business Group programs. This position will have the option to work remotely, hybrid, or onsite at a designated HII facility.

If remote, there may still be occasions to work in person at a HII or customer facility. The specific weekly schedule will be discussed during the hiring process.

Key Responsibilities:

• Managing complex subcontract agreements
• Supporting the capture and proposal process through contract award and subcontract execution
• Preparing solicitation documents for complex procurements
• Serving as the focal point when bids are received
• Ensuring the receipt, accuracy, and timeliness of subcontractor submitted documents
• Working knowledge of government purchasing system requirements and Federal Acquisition Regulation (FAR) and other government regulations
• Competency in negotiations: agreement terms, conditions, pricing, and other government requirements
• Preparing price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution
• Maintaining CPSR compliant subcontract files
• Reviewing audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal procurement policies and procedures
• Preparing and presenting briefings to staff and management on subcontracting matters
• Coordinating subcontracting activities with various internal and external sources
• Consulting with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance
• Providing guidance to less experienced Subcontract Administrators

What you need to have:

• 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience
• Intricate, functional knowledge of CPSR compliance requirements
• Knowledge of and ability to negotiate agreements of various types (FFP, Cost Type (CPFF, CPIF, CPAF), T&M / LH, IDIQs, Hybrid, IWO, OTA, etc.) and familiarity with commercial law and commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement
• Ability to work independently and as part of a team; capable of representing the HII procurement organization on subcontract matters with internal and external customers
• Understanding the business case and an appreciation of financial/analytical issues and profit and loss implications
• Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint
• Excellent verbal communication, presentation, and interpersonal skills
• Must be able to effectively navigate procurement related issues of varying complexity to drive towards revolution, often requiring collaboration with non-procurement functionals
• Strong analytical abilities; detail oriented
• Must have a positive approach towards business management with flexibility and willingness to attempt new tasks or assignments

Bonus points for:

• CFCM certification
• Experience using Unison CLM
• Experience with complex contracts and non-traditional projects, to include Other Transaction Agreements (OTAs)
• Supported OCONUS projects and working with foreign subcontractors
• Experience with GSA AAS (formerly FEDSIM) administered prime contracts
• Active participation in a CPSR within the past 3 years
