Summary

HII-Mission Technologies is seeking a Technical Proposal Writer to join the team. This on‑site position is based in Fair Lakes, VA. The Technical Proposal Writer is responsible for writing compliant and compelling proposal responses to commercial and U.S. government solicitation requirements. The role incorporates the proposal capture strategy, proposal lenses, customer hot buttons, and discriminators through assigned sections and works closely with Capture Manager, Proposal Manager, Volume Lead, SMEs, and functional departments such as Contracts/Subcontracts, Quality, and Procurement.

The Technical Proposal Writer follows approved proposal processes, participates in reviews, maintains configuration control of assigned sections, incorporates changes from amendments and Q&A’s, writes assigned sections according to the proposal schedule and compliance matrix, and develops data calls as needed. The position attends daily stand‑up progress reviews and ensures all sections comply with the RFP and amendment requirements.

Key Responsibilities
  • Write assigned proposal sections in accordance with the proposal schedule, compliance matrix, and allocated page count.
  • Review the RFP and assess all requirements.
  • Review all amendments and Q&A’s for impact and incorporate changes as necessary.
  • Help prepare annotated outlines for assigned proposal sections.
  • Help formulate graphics to support written content.
  • Write all assigned sections through approved proposal lenses.
  • Incorporate win strategy and proposal lenses/discriminators into assigned sections.
  • Work with SME resources to augment proposal content.
  • Maintain version control throughout the RFP response lifecycle for assigned sections.
  • Develop a list of questions for submission to the Proposal Manager.
  • Review and adjudicate comments from reviewers.
What You Need To Have
  • 6 years relevant experience with a Bachelor’s in a related field; or 4 years relevant experience with a Master’s in a related field; or High School Diploma or equivalent and 10 years relevant experience.
  • In‑depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating annotated outlines, writing new material, editing written material, and producing high‑quality proposals under tight deadlines.
  • Strong verbal and written communication skills, attention to detail, and accuracy.
  • Strong organizational and time‑management skills.
  • Strong facilitation, communication, and presentation skills.
  • Highly developed word processing skills, especially with Microsoft Office products, and working knowledge of graphics and desktop software (Word, Excel, PowerPoint).
  • Working knowledge of SharePoint or other proposal collaboration software.
  • Flexible and open to changing schedules and priorities, managing multiple tasks simultaneously within compressed time frames.
  • Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.
Bonus Points For
  • TS clearance.
  • BA degree (in professional writing or English literature desired) and 3+ years of continuous proposal writing experience for large bid efforts in areas such as management approaches, past performance, quality plans, staffing plans, transition plans, and resumes.
