Training Specialist Journeyman

The Training Specialist Journeyman designs, develops, and delivers user training programs to ensure effective use of mission-critical systems in a highly regulated government environment. They create role-based curricula and blended learning content, including instructor-led, virtual, and self-paced e-learning modules tailored to diverse user skill levels. The role also manages training logistics and learning management system administration to track completions and certifications while coordinating closely with technical and documentation teams to keep content aligned with system changes.

The specialist continuously evaluates training effectiveness, analyzes user performance data, and applies adult learning principles to refine programs and support operational readiness for federal users working under a Secret clearance. They modernize learning solutions by incorporating emerging training technologies and human performance improvement concepts to drive user adoption and reduce support tickets across the enterprise.

Key Responsibilities

  • Develop end-to-end, role-based training curricula for complex enterprise and mission-critical systems, aligning learning objectives with operational workflows and compliance requirements.
  • Design and produce multi-format training materials, including slide decks, facilitator guides, participant workbooks, hands-on lab exercises, and SCORM-compliant e-learning modules using common authoring tools.
  • Facilitate engaging in-person workshops, virtual instructor-led sessions, and webinars, applying adult learning theory and instructional design methodologies to support knowledge retention and on-the-job performance.
  • Administer the learning management system to enroll users, assign courses, track completions and certifications, and generate training metrics and dashboards for stakeholders in a government or highly regulated environment.
  • Collaborate with technical and documentation teams to interpret system changes, releases, and new features, rapidly incorporating updates into training content, lab exercises, and job aids while maintaining version control.
  • Develop and implement training evaluation strategies such as pre/post-assessments, surveys, and performance analytics to measure effectiveness and identify curriculum improvements.
  • Analyze training data and user performance trends to recommend refinements to delivery methods, course sequencing, and support materials that enhance user adoption and reduce support tickets.
  • Apply current adult learning principles, human performance improvement concepts, and emerging training technologies (e.g., virtual classrooms, microlearning, simulations) to modernize learning solutions while supporting work that requires an active Secret clearance.

Required Qualifications

  • Bachelor's degree in Education, Instructional Design, Human Resources, Information Technology, or a related field, or equivalent relevant experience.
  • Typically 3–5 years of experience designing and delivering training in corporate or government environments, including blended learning programs for technology or system-focused initiatives at the journeyman level.
  • Demonstrated experience developing role-based curricula and multi-format training materials for complex systems, including instructor-led, virtual, and self-paced e-learning.
  • Experience administering a learning management system to manage enrollments, assignments, completions, and training records in a regulated environment.
  • Ability to obtain and maintain an active Secret security clearance and work as a U.S. citizen in a federal IT environment.
  • Strong communication and facilitation skills with the ability to engage diverse user groups and translate technical concepts into accessible learning content.

Preferred Qualifications

  • Experience with common LMS platforms and e-learning authoring tools (e.g., Articulate, Captivate, Storyline) used to develop SCORM-compliant content.
  • Professional training or learning certification such as ATD, CPTD, or CTT+.
