Position: Senior Engineer/Program Manager with Security Clearance

Position is contingent upon contract award As the Senior Engineer Program Manager, you will lead complex, multidisciplinary engineering programs from conception through execution. This leadership role is responsible for program planning, technical oversight, cross-functional coordination, and ensuring deliverables meet quality, schedule, and budget expectations. The ideal candidate has deep engineering experience, exceptional project management skills, and a strong track record of delivering technical solutions in fast‑paced, high‑stakes environments.

ESSENTIAL

JOB FUNCTIONS
  • Assists in defining the project scope and objectives to ensure project members understand what is expected of them and what they should expect from one another.
  • Prepares, maintains, and submits clear and concise activity/progress reports, time recording, and management reports.
  • Ability to apply proactive approach in routinely tracking of project members' progress against their project commitments.
  • Responsible for defining, teaching, and enforcing the use of good project management practices.
  • Possess a broad and flexible toolkit of techniques used for resolving complex, interdependent activities into tasks and sub‑tasks that are documented, monitored, and controlled.
  • Adapt approach to the context and constraints of each project. Improve teams' skills through lessons‑learned reviews at project completion.
  • Lead the planning, execution, and delivery of large‑scale engineering programs.
  • Coordinate cross‑functional teams, including design, development, testing, quality assurance, and manufacturing.
  • Develop detailed project schedules, resource plans, and risk mitigation strategies.
  • Serve as the primary point of contact between engineering teams, senior leadership, customers, and stakeholders.
  • Monitor program performance using KPIs and metrics, and provide regular status updates.
  • Ensure adherence to technical standards, regulatory requirements, and quality assurance processes.
  • Drive resolution of complex technical issues, design trade‑offs, and program risks.
  • Oversee budget management, contract compliance, and vendor coordination as needed.
  • Support continuous improvement initiatives across program and engineering processes.
  • Mentor junior engineers and program managers, promoting best practices and knowledge sharing.
EDUCATION & EXPERIENCE
  • Requires a Bachelor of Science (BS) required in any related field.
  • Exceptional knowledge and understanding of Project Management on DoD Acquisition programs managing cost, schedule, and performance parameters.
  • A Project Management Professional certification is required (such as PMP or other equivalent certification).
  • Ability to develop project goals for DHA CAE as their own and use skills and expertise to drive analysis of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF‑P) associated with DoD and DHA occupational and environmental health.
  • Ability to explore and support Total Exposure Health (TEH) and associated physiologic and environmental monitoring programs within a Strategic Plan and CONOPS. Identifies gaps and solutions to DOTMLPF‑P. Responsible for using best practice PMO methodology to create a project plan to fit the stakeholders/customers' needs and deliver with‑in budget on desired outcomes.
KNOWLEDGE & SKILLS
  • Experience with Agile, Waterfall, or hybrid project management methodologies.
  • Familiarity with cost estimation, Earned Value Management (EVM), and contract deliverables (e.g., SOW, CDRLs).
  • Background in federal or DoD programs is a plus.
  • Certifications such as PMP, Lean Six Sigma, or SAFe Agilist are advantageous.
SECURITY CLEARANCE

Active Secret required.
