Overview
FCDOT is seeking a highly skilled Construction Manager to join the Special Projects Division. The position will provide leadership and oversight for the delivery of the Richmond Highway Bus Rapid Transit (RHBRT) project — a large, complex, federally funded capital program with significant regional mobility and economic development impacts. The ideal candidate will bring strong expertise in managing construction activities to ensure compliance with contract requirements, engineering plans and specifications, project schedules, budgets, and Federal Transit Administration (FTA) grant obligations.
Responsibilities- Provide strategic leadership and management oversight for construction of the RHBRT project, ensuring delivery aligns with approved scope, schedule, budget, and federal requirements.
- Direct construction oversight activities, including documentation, progress tracking, safety coordination, and field decision-making.
- Manage and monitor construction activities to ensure compliance with contract requirements, engineering plans and specifications, project schedules, budgets, and FTA grant obligations.
- Lead and manage the procurement process for QA consultants and construction contractors for the RHBRT project.
- Supervise and mentor the Assistant Construction Manager (ACM), and coordinate with the ACM and construction management consultants to support day-to-day construction oversight and field coordination.
- Partner with Project Controls staff to monitor schedule progress, cost performance, risk registers, and corrective action plans, ensuring timely reporting and adherence to escalation protocols.
- Oversee and coordinate the review of engineering plans, contractor submittals, RFIs, change orders, and other construction documentation to ensure compliance with project requirements.
- Oversee implementation of the Quality Management Program; coordinate quality control and quality assurance activities with QC and QA consultants to ensure construction work meets technical and contractual standards.
- Serve as the county’s primary point of contact for contractors, consultants, funding partners, and county staff; help resolve construction and field issues to support effective project delivery.
- Conduct site visits and field inspections to monitor construction progress and ensure work is performed in accordance with approved plans, specifications, and contract requirements.
- Support risk management, issue resolution, and claims avoidance through proactive coordination, thorough documentation, and effective communication with project partners.
- Prepare and present technical briefings, construction updates, and project status reports for senior leadership, partner agencies, and elected officials.
- Attend public meetings, including evening meetings as needed, and present project information to community stakeholders and advisory groups.
- Perform other duties as assigned.
Any combination of education, experience, and training equivalent to the following:
Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field. Plus five years of progressively responsible transportation planning related experience. The years of experience should include at least three years in the specific area of assignment (for example, Transportation Planning, Site Analysis, the Fairfax Connector, etc.).

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
Preferred Qualifications- A master’s degree in civil engineering, construction management, or a related engineering discipline substitutes for one year of relevant experience.
- Extensive experience with direct, hands-on progressively responsible construction experience including 15 or more years in construction, engineering, or project delivery roles on major transportation projects.
