Description for Candidates:

Serve as a responsible charge engineer and a subject matter expert for Traffic Engineering programs, impacting the agency's system of traffic assets. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources.

Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

How you will contribute:

Communications:
Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.

Conduct Engineering Studies:
Provide oversight to the collection/processing of traffic data for engineering studies, safety and operational analysis. Review data, recommendations, and alternative solutions for accuracy and compliance. Prepare business correspondence and technical letters for suggested corrective measures as a result of studies. Present formal presentations. Provide written supporting documentation to management to support traffic engineering decisions.

Crash Studies:
Manage the performance of crash data retrieval, analysis, and safety studies for internal and external customers. Direct staff to plan and conduct proactive safety analysis with respect to the SHSP emphasis areas. Lead safety analysis and research methods to ensure that study findings are thorough and accurate. Direct and schedule the timely compilation of crash data for annual summary report and documentation of trends for each highway system.

Direct training of internal customers on the use of safety software and methods in the HSM and performing safety studies. Lead engineering studies of corridors, intersections and specific traffic control devices to support the SHSP and HSIP as well as other safety partners and customers.

Facilitate Section Improvement:
Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.

Highway Safety Improvement Program (HSIP):
Administer the HSIP and related safety assessments of highway systems. Update policies and procedures to meet FHWA requirements, stream-line, focus the process, and reduce project schedules. Disseminate and post documents. Update improvement project prioritization. Working with partners track procedures and software. Ensure field reviews are conducted and crash analysis is performed for countermeasures. Direct the compilation and analysis of project implementation and effectiveness (before and after crash data) to complete the annual HSIP report.

Ensure review and implementation of new safety analysis techniques and software, such as Safety Analyst.

Leadership and Program Support:
Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.

Management Reporting:
Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.

Responsible Charge Engineer:
Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.

Team Leadership:
Supervise team of engineers and technicians. Assign projects and tasks, monitor work progress and provide guidance. Promote training and development opportunities.

Traffic Engineering Technical Support:
Provide oversight to the inventory of roadway and roadside safety items for modification or replacement by projects or inquiry by others. Manage and lead the development of final pavement marking, pavement marker, sign plans and other traffic control device plans. Provide guidance on placement, installation, functionality and condition of signs, markings, markers, roadside barriers and other traffic engineering items or principles.
