Stormwater Inventory & Inspections Manager; Project Coordinator

Overview

This position leads the county's stormwater facility inspection, asset management, and regulatory compliance programs supporting thousands of stormwater management facilities countywide. Coordinates inspection planning, asset data management, and infrastructure reinvestment strategies to ensure compliance with MS4, VSMP, and Chesapeake Bay regulatory requirements.

Oversees the integration and analysis of inspection, maintenance, and GIS data within enterprise asset management systems to support risk‑based decision‑making, capital planning, and long‑term asset lifecycle management. Responsibilities also include administering professional service and construction contracts, preparing technical reports and regulatory submissions, coordinating with county agencies and external stakeholders, and supervising technical staff involved in inspection and compliance activities. This position plays a key role in advancing the county's environmental stewardship, infrastructure resilience, and stormwater asset management objectives.

Lead the stormwater facility inspection, asset management, and regulatory compliance programs countywide. Coordinate inspection planning, asset data management, and infrastructure reinvestment strategies. Respond to and assist with snow, flood, and other weather emergencies as required. Engage in safe working practices and comply with Stormwater Management and DPWES safety programs and guidelines.

• Graduation from an accredited four‑year college or university with a bachelor’s degree in urban/regional planning, architecture, landscape architecture, engineering, or a related field.
• Six years of progressively responsible experience in or affiliated with land planning and/or redevelopment, engineering or architecture, or management of large and complex construction or maintenance projects.

• A valid driver’s license.
• DEQ Stormwater Combined Administrator certification – completion of the first required training class within 12 months of hire and certification required within 12 months of completion of the first required class.

• At least five years of experience coordinating stormwater inspection, asset management, or environmental compliance programs.
• Proficiency with enterprise asset management and GIS systems (e.g., Cityworks, Trimble Unity, or ArcGIS).
• Experience interpreting engineering plans, managing contracts, and preparing MS4 or TMDL regulatory reports.
• DEQ Stormwater Combined Administrator certification or the ability to obtain certification within the required timeframe.
• IAM certification or equivalent asset management training.

Operate county vehicles to various locations throughout Fairfax County, attend meetings, provide coverage, and review inspections of contractors. Perform field investigation at dam sites and stormwater facility sites. Walk, stand, bend, reach, and lift up to 15 lbs. Communicate verbally with others. Visual acuity required for working on a computer monitor. Use personal protective equipment in an outdoor environment, including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness.
