Agile Scrum Master / Business Analyst

Work Model: Remote (DC Metro Area, occasional onsite)
Clearance: Ability to obtain Public Trust

GovCIO is seeking an experienced Agile Scrum Master / Business Analyst to support a cross‑functional delivery team. This hybrid role combines Agile leadership with business analysis responsibilities, focusing on enabling effective delivery, improving processes, and translating stakeholder needs into actionable requirements.

• Serve as servant‑leader ensuring Agile Scrum practices, principles, and values are followed.
• Coach the team on Scrum framework, ceremonies, and continuous improvement.
• Partner with Product Owner to manage backlog, timelines, and delivery risks.
• Facilitate Scrum ceremonies including stand‑ups, sprint planning, sprint reviews, demos, retrospectives, and program increment planning.
• Remove impediments and improve team communication across program teams.

• Lead process development and documentation for program operations.
• Gather and analyze stakeholder requirements.
• Translate requirements into user stories, acceptance criteria, and definition of done.
• Create documentation to support technical implementation.

• Bachelor’s degree with 10+ years of experience (or equivalent).
• 5+ years working in Agile environments.
• Certified Scrum Master with 3+ years in Scrum Master role.
• Experience independently running Scrum teams.
• Strong communication and leadership skills.
• Experience configuring and using Jira boards and dashboards.

• SAFe certification.
• Understanding of SDLC, release and change management, testing, QA, and Dev Sec Ops .
• Familiarity with AWS Gov Cloud, data flows, and integrations.

• Ability to obtain and maintain Suitability / Public Trust clearance.
