Overview
GovCIO is currently hiring for the National Security Sector Senior Director of Technical Operations tooversee and guide a team in developing, implementing, and managing a complex IT program. The Senior Program Director is responsible for program planning, budgeting, and resource allocation, and for ensuring that programs align with organizational goals and meet compliance requirements. They also focus on team management, performance evaluation, and staff development.
This position will be located in Fairfax, VA, and will be a fully remote within the United States/hybrid position.
The Senior Director of Technical Operations serves as the sector’s senior technical authority responsible for solution architecture, technical strategy, and operational excellence across all programs. This role combines the responsibilities of a solution architect, proposal technical lead, and sector-level chief technology officer, ensuring technical solutions are mission-aligned, compliant with contractual requirements, and positioned to deliver measurable performance improvements for government customers.
The Senior Director works closely with growth, program management, and operational teams to develop winning technical solutions for government proposals, oversee technical execution across active programs, and introduce innovative technologies that improve mission outcomes, operational efficiency, and contract performance.
Solution Architecture & Proposal DevelopmentLead development of technical solutions for federal proposals, including architecture design, technical narratives, and compliance with solicitation requirements.
Translate Performance Work Statements (PWS), Statements of Work (SOW), and Statements of Objectives (SOO) into executable technical architectures and staffing models.
Partner with capture managers and proposal teams to produce competitive, compliant, and differentiated technical volumes.
Ensure proposed solutions align with industry best practices, security frameworks, and government modernization strategies (e.g., cloud, Dev Sec Ops , AI/ML, zero trust).
Serve as the sector’s senior technical advisor to leadership, program managers, and growth teams.
Establish and maintain technical standards, architectures, and engineering best practices across programs.
Guide technology adoption in areas such as:
Cloud and hybrid infrastructure
Dev Sec Ops and automation
Cybersecurity and zero trust
Data analytics and artificial intelligence
Enterprise IT and digital transformation
Conduct technical reviews of programs across the sector to ensure compliance with contractual requirements, performance standards, and technical best practices.
Assess program architectures, delivery models, and processes to identify opportunities to improve:
Mission performance
Operational efficiency
Cost control and contract profitability
Provide technical guidance to program leadership to address risk, improve service delivery, and strengthen customer satisfaction.
Identify and introduce emerging technologies and commercial capabilities that enhance program performance and mission effectiveness.
Work with program teams to pilot, field, and scale innovative technical solutions.
Maintain awareness of evolving government technology priorities and industry trends to ensure the sector remains competitive and forward-leaning.
Partner with program managers, capture managers, and corporate technology teams to align technical strategy with business growth objectives.
Support technical engagement with government stakeholders, industry partners, and internal leadership.
Bachelors Degree with 10‑15 years (or commensurate experience)
10+ years of experience managing complex IT programs
