Position: Requirements Manager - Senior with Security Clearance
Job Description Position Summary ECS is seeking a Requirements Manager - Senior to support the Army National Guard (ARNG) ENOCS program. In this role, the selected candidate will be responsible for managing the full lifecycle of requirements processes, including elicitation, traceability, validation, and change control, to ensure alignment with mission objectives. The Requirements Manager will play a crucial role in coordinating stakeholder engagement, prioritizing backlogs, and planning sprints, thereby contributing to the successful delivery of enterprise application development initiatives within an Agile/Dev Sec Ops  framework.

This position is contingent upon contract award. Responsibilities
* Manage the elicitation and documentation of requirements to support enterprise application development.
* Maintain and update requirements documentation, user stories, and traceability matrices.
* Ensure alignment of requirements with mission objectives and system capabilities.
* Coordinate stakeholder engagement and facilitate sessions to gather and refine requirements.
* Prioritize backlog items and plan sprints in accordance with Agile/Dev Sec Ops  methodologies.
* Assess the impact of changing requirements and manage change control processes.
* Collaborate with development, testing, and engineering teams to ensure accurate implementation and validation of requirements.
* Support the continuous improvement of requirements management processes and tools. Required Skills

Required Qualifications
* Clearance:
Secret Eligible required
* S. Citizenship required
* DoD 8140.03 Compliance:
DoD Cyber Workforce Framework (DCWF) Work Role 641-Systems Requirements Planner at the Intermediate proficiency level
* Certifications (one or more required): CCSP, CFR, FITSP-M, GSEC, S+, SSCP

* Education:

Bachelors degree or higher in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering
* Minimum of 10 years of experience in supporting enterprise IT or application development programs within DoD or Federal environments.
* Demonstrated experience managing requirements processes for complex software or enterprise systems.
* Experience with Agile or Dev Sec Ops  delivery environments.
* Proven ability to maintain alignment between mission objectives and system capabilities.
* Experience facilitating stakeholder engagement and supporting backlog prioritization. Desired Skills Desired Qualifications
* Clearance:
Active Secret preferred
* Experience with DoD or ARNG-specific IT environments and protocols.
* Familiarity with enterprise system integration and deployment processes.
* Strong communication skills for effective stakeholder management.
* Experience in coordinating multi-disciplinary teams in a fast-paced environment.
* Advanced knowledge of requirements management tools and methodologies.
