Position: Senior Data Architect (Secret Clearance)

Position Overview

Praescient Analytics is seeking a highly skilled and visionary Data Architect – Senior to provide enterprise‑level technical leadership, data strategy, and big‑picture oversight for the National Background Investigation Services (NBIS) and Enterprise Information Technology (EIT) application development suites. The role involves defining an overarching data strategy vision, establishing master data management (MDM) guidelines, and conceptualizing advanced enterprise data models optimized for a secure cloud environment.

The successful candidate will work independently on highly complex initiatives, leading the evolution of legacy transactional schemas into modern, highly scalable, and secure data mesh architectures within an AWS Gov Cloud environment. Collaboration with principal software architects, data engineers, chief data officers, and federal program stakeholders will be essential to ensure resilient, secure, and compliant data architectures in line with zero‑trust mandates.

Key Responsibilities
  • Formulate and articulate enterprise data architectures, generating comprehensive models, schemas, ontologies, and interface specifications that comply with federal requirements and security assumptions.
  • Design end‑to‑end data architectures, including data warehouses, data lakes, operational data stores, and metadata management repositories, aligned with the Agile SAFe v6.0 roadmap.
  • Author blueprints for migrating and modernizing legacy data systems into cloud‑native, highly distributed solutions optimized for AWS Gov Cloud.
  • Define enterprise data standards, dictionaries, and master data management practices, establishing governance models that safely integrate third‑party federal data while maintaining data lineage.
  • Create high‑throughput integration frameworks for batch and stream processing pipelines (e.g., Kafka, Kinesis, Spark), bridging application and analytics tiers.
  • Serve as the principal data advisor across the program, evaluating technical trade‑offs and driving advanced analytics capabilities.
  • Leverage Jira, Confluence, and SAFe processes to translate mission capabilities and agency mandates into architectural epics, technical features, and data roadmaps.
Required Qualifications
  • Active U.S. Secret clearance and U.S. citizenship to meet federal contract mandates.
  • Bachelor’s degree in Computer Science, Data Architecture, Information Systems, or a related field with 10–12 years of relevant design and integration experience; or Master’s degree with 8–10 years; or PhD with 5–7 years.
  • Deep expertise in conceptual, logical, and physical data modeling, including relational (OLTP), dimensional (OLAP), Data Vault 2.0, and No

    SQL structural design.
  • Comprehensive experience designing and implementing enterprise cloud data structures within AWS and AWS Gov Cloud, especially Redshift, Lake Formation, Glue, EMR, Athena, S3, and DynamoDB.
  • Expert knowledge of enterprise‑grade relational databases (Oracle, PostgreSQL), No

    SQL engines, and massive parallel processing (MPP) data warehouses.
  • Proficiency with industry‑standard data modeling tools (Erwin, ER/Studio or open‑source equivalents), Git, Jira, and Confluence in an automated Dev Sec Ops  environment.
  • Strong autonomy and communication skills, capable of working without supervision on complex, mission‑critical projects and articulating data visions to engineering teams and senior federal stakeholders.
Preferred Qualifications
  • Active Top Secret (TS) or TS/SCI clearance.
  • Prior experience providing enterprise data architecture oversight or technical leadership on Department of Defense (DoD), DCSA, or NBIS programs.
  • Advanced expertise in federal data compliance frameworks (NIST, HIPAA), zero‑trust data access architectures, and automated data encryption at rest and in transit.
