Job Summary

$2,500 Signing Bonus available to new county employees. The Assistant Refuse Superintendent will support the Assistant Complex Manager in the daily management of county municipal solid waste operations, supervising staff at transfer stations, closed landfill sites, and residential curbside collection and recycling operations. The role requires strong leadership, a commitment to safety and regulatory compliance, and dedication to efficient delivery of essential public services.

Responsibilities
  • Assist with day‑to‑day management of county municipal solid waste operations, supervising staff and activities at transfer stations, closed landfill sites, and residential collection and recycling operations.
  • Coordinate operational logistics, including staffing, equipment, materials, and resources to ensure safe, efficient, and uninterrupted operations.
  • Monitor field activities, assign and schedule work, track project and operational progress, and ensure performance goals are achieved.
  • Provide input on budget planning and operational needs related to personnel, equipment, materials, and contracted services.
  • Serve as the hiring manager for assigned recruitments and support workforce planning, employee development, performance management, and career growth initiatives.
  • Ensure accurate employee time and attendance reporting and address performance or behavioral issues through coaching, feedback, and formal performance management.
  • Respond to routine and emergency operational issues, including equipment failures, vehicle incidents, workers’ compensation injuries, and other operational challenges.
  • Ensure compliance with all applicable environmental regulations, permits, laws, policies, and operational standards, including SPCC requirements.
  • Conduct inspections of facilities, infrastructure, grounds, and equipment and coordinate corrective actions to maintain safe and efficient operations.
  • Promote a strong safety culture by ensuring compliance with safety regulations, safe work practices, personal protective equipment requirements, and DPWES safety competencies.
  • Assist with safety meetings, participate in incident review committees, investigate accidents and injuries, and prepare related reports while working collaboratively with agency safety staff and Risk Management to reduce preventable incidents.
  • Provide exceptional customer service by responding to inquiries from employees, residents, contractors, and other stakeholders and clearly explaining solid waste programs, regulations, and disposal options.
  • Perform additional administrative, operational, and customer service duties as assigned.
  • Supervise staff in the collection and disposal of refuse, yard waste, white goods, household hazardous waste, and various other solid waste items.
  • Plan and schedule work assignments for various activities within the solid waste management program.
  • Respond to a variety of operational situations, including vehicle incidents, routine and non‑routine operational matters, equipment failures, workers’ compensation injuries, etc.
  • Lead safety program management and monitor compliance with safety regulations; conduct safety meetings; work closely with agency safety staff and Risk Management to reduce preventable incidents.
  • Prepare reports, documents, and electronic files regarding safety issues, compliance issues, daily work activities, and employee performance.
  • Coordinate vehicle and equipment repairs with appropriate maintenance facilities; investigate vehicle accidents and personal injuries and serve on safety review panels.
  • Ensure facility, vehicles, operations, and employees comply with all applicable rules and regulations.
  • Counsel, train, schedule training, and mentor employees; participate in interview panels and recommend new hires.
  • Respond to complaints on various issues that may arise; provide input and statistical data in preparation of budgets.
  • Maintain inventory of supplies and materials and order new as needed; perform special projects as required.
