About Us:

FCAS delivers compassionate, high-quality care for animals and works with the community to advance their safety and well-being. FCAS operates two state-of-the-art, open-access sheltering campuses, providing individualized care to approximately 4,000–5,000 animals each year. We provide comprehensive support for pets and the community, offering adoption and stray reunification services as well as volunteer, foster, and community cat programs. In addition, FCAS delivers animal control and public safety response, conducts humane investigations of animal cruelty, and offers community-based assistance to help pets remain safely with their families.

Fairfax County Animal Services (FCAS) is seeking a dynamic, compassionate, and dedicated individual to manage the Pet Resource Center (PRC). Under the general supervision of the Deputy Director, Chief of Field Services, and in collaboration with the field services staff, customer care managers, Shelter Programs Team, animal care managers, and DAS contract veterinary staff, leads the team responsible for developing, managing, and executing PRC events, programs, and projects.

Supports the county's One Fairfax strategic initiative by creating equitable, accessible programs to build strong community relationships and prevent shelter relinquishment and companion animal recidivism.

Leads outreach efforts, establishing strategic partnerships, conducting audits, and implementing programs that serve vulnerable populations. Additionally, oversees the PRC operating budget, manage contracts, and ensure that the PRC's work aligns with best practices in animal welfare, human-animal welfare intersections, and policy change within Fairfax County.

Key

Duties & Responsibilities:

  • Leads the development and execution of the PRC's mission, ensuring the delivery of accessible wrap-around services to Fairfax County families.
  • Creates, implements, and manages Standard Operating Procedures for PRC programs, services, events, and donation management.
  • Develops communication and learning plans to promote PRC programs to county organizations, community members, and stakeholders.
  • Fosters and manages strategic partnerships with county agencies and private sector organizations to expand the reach and impact of PRC initiatives.
  • Applies principles of community health management and population health to identify and address barriers that contribute to companion animal relinquishment, recognizing the interconnectedness of human, animal, and community well-being.
  • Demonstrates knowledge of the social determinants of health and integrates this understanding into program design, resource navigation, and service delivery to improve outcomes for both residents and their pets.
  • Supervises the PRC team and volunteers, ensuring all staff are trained in animal welfare best practices and continuously developing their skills.
  • Ensures the equitable provision of programs, events, and services, while aligning with the One Fairfax initiatives.
  • Manages the PRC operating budget, contracts, inventory, and justify budgetary needs.
  • Establishes and tracks Key Performance Indicators (KPIs), utilizing logic models to measure the effectiveness of PRC programs and set desired outcomes.
  • Conducts demographic research and data analysis through GIS mapping, qualitative and quantitative data to inform program development and decision-making.
  • Prepares reports and presentations of program effectiveness to both internal and external stakeholders.
  • Evaluates the accessibility and equity of FCAS practices and provide recommendations for improvement.
  • Collaborates with the Volunteer Program Manager to manage PRC volunteer recruitment, selection, and training.
  • Oversees volunteers during various shifts and ensure that they are well-prepared for participation in PRC programs and events.
  • Serves as the primary point of contact for all PRC programs, events, and services for FCAS staff and other County agencies.
  • Actively participates in FCAS Management Team meetings and other leadership duties as needed.
  • May perform other related duties to meet the ongoing business needs of the organization.

Schedule:

This role requires flexibility, as it may involve working varying shifts and/or being reassigned to different department facilities as needed. The schedule may include evenings, weekends, and occasional holiday availability.

Salary:
