Overview

At phia we hire talented and passionate people who are focused on collaborative, meaningful work, providing technical and operational subject matter expertise and support services to our partners and clients. phia is seeking a mission-driven Project Manager to lead a multidisciplinary team supporting a federal civilian agency's cybersecurity grant and operations programs. In this role you are not managing a schedule from the sidelines-you are the single point of contact to the Government and the person accountable for how the whole program performs.

You will lead a firm-fixed-price task order spanning federal cybersecurity grant programs that serve state, local, tribal, and territorial communities; the customer's service delivery model and security assessment offerings; and executive-level front office mission support. This is Key Personnel work on a high-visibility homeland security mission-your name goes in the proposal, and your leadership shapes how national cyber grant dollars reach the communities that need them.

What

You'll Do
  • Customer Ownership: Serve as the single point of contact to the Contracting Officer and the Contracting Officer's Representative; be available during core business hours on weekdays and respond to technical issues within 24 hours.
  • Team Leadership: Provide oversight and facilitate execution across all task areas, leading task leads and a multidisciplinary team of analysts, technical writers, and administrative specialists.
  • Delivery Rhythm: Own the cadence: daily leadership agendas, talking points, and meeting rollups; monthly status reports and program management reviews; and a contractor-proposed Quality Assurance Surveillance Plan.
  • Grant Program Execution: Drive cybersecurity grant program support, including return-on-investment frameworks, program monitoring checklists, regional grant training, and grant close-out functions.
  • Milestone Delivery: Lead quarterly program milestones such as stakeholder notification and information-request SOPs, workflow platform support packages, stakeholder survey automation, site visit support, a special events concept of operations, and field operating guidance governance.
  • Project Control: Manage contract administration end to end: staffing continuity, government-furnished equipment accountability, risk and cost-variance reporting, deliverable acceptance cycles, and transition-in execution.
  • Enterprise Coordination: Coordinate across customer divisions, mission enabling offices, regional field offices, partner agencies, and interagency stakeholders.
  • Risk Management: Identify, track, and mitigate program risks; escalates early with a proposed course of action rather than a problem statement.
Who You Are
  • Program Leader: Seven or more years of supervisory experience leading multidisciplinary professional services teams.
  • Certified Practitioner: Active PMI Project Management Professional (PMP) certification.
  • Operations & Planning Depth: Seven or more years supporting Operations and Planning requirements of the same size and scope.
  • Executive Communicator: Strong interpersonal, critical-thinking, communication, and writing skills, with the presence to brief senior government leadership and protect a principal in a fast-moving front office.
  • Trusted Advisor: A track record of advising on contract performance and management, not just reporting status.
  • Suitability Ready: A U.S. citizen able to obtain a favorable federal Entry on Duty (EOD) and Public Trust fitness determination.
  • Committed: Willing to be named in phia's proposal to the Government and to sign a one-page Letter of Commitment.
