Systems Engineer, Operations Manager

We are a fast-growing federal government contractor and defense parts reseller participating in DLA's DIBBS program. With 15+ years of experience in federal technology services, we are scaling our defense supply chain division and seeking a sharp, experienced operator to lead it.
Role OverviewThis is a high-impact role managing the full lifecycle of our DLA/DIBBS awards — from bid selection through delivery and closeout. You will be the primary interface with DLA, DCMA, PCOs, and ACOs, and will own compliance, sourcing, logistics, and quality processes end to end. The right person will have a direct impact on company profitability and growth.
Key Responsibilities- Monitor, manage, and track all open DLA/DIBBS awards and delivery schedules
- Review solicitations prior to bid acceptance and flag special requirements (FMS, source inspection, I/A at origin, DCMA requirements)
- Interface directly with PCOs, ACOs, DCMA Industrial Specialists, and quality representatives
- Coordinate sourcing of NSN parts from qualified, traceable distributors and manufacturers
- Ensure all shipments comply with MIL-SPEC packaging, marking, and labeling requirements
- Manage DCMA source inspection scheduling and facility readiness
- Maintain counterfeit mitigation controls compliant with DFARS /7008
- Develop and maintain quality system documentation (FAR 52.246-2, 52.246-11)
- Identify and expand into high-margin NSN categories including aviation and aerospace parts
- Collaborate with leadership to configure bid automation tools for compliant award targeting
- Direct DOD or DLA experience is required
— former DLA employee, PCO, ACO, DCMA representative, or defense distributor with hands‑on DLA engagement - Strong working knowledge of FAR, DFARS, and DLA‑specific contracting requirements
- Experience with DIBBS, EMALL, or Fed Mall procurement platforms
- Understanding of NSN structure, Federal Logistics Data (FEDLOG), and approved source requirements
- Familiarity with aviation/aerospace parts, traceability, and airworthiness documentation strongly preferred
- Knowledge of MIL‑STD packaging, marking, and preservation standards
- CFCM, CPCM, or NCMA certification
- AS9120 or ISO 9001 quality system experience
- Prior experience at a defense parts distributor
- Previous or Active security clearance or clearance eligibility
