Position: Program Security Manager with Security Clearance

IAP World Services, an Intrepid Global Solutions company, is a recognized leader in Facilities Management and Operations supporting Defense, Intelligence, and National Security missions. Under a major Intelligence Community contract, IAP operates and maintains facilities, systems, and associated grounds across Virginia and Maryland, providing comprehensive facility operations, project management, engineering, custodial services, environmental and safety support, food services, motor pool logistics, and physical and technical security services.

ESSENTIAL

JOB FUNCTIONS
  • Security management and oversight of classified projects in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program.
  • As member of the corporate industrial security team, create, execute, and monitor security policies and procedures to safeguard national security information, processes, and products.
  • Develop and implement personnel security processing procedures, access control procedures, visitor access certifications, and badging.
  • Maintain personnel security clearance records for employees and consultants using USG databases such as Scattered Castles, Defense Information System for Security (DISS), and the National Background Investigation Service as required.
  • Process employee security clearance and access requests with clients.
  • Assist personnel in preparing and submitting security processing (SF86) paperwork.
  • Act as the principal point of contact to US government Security Representatives for all security issues.
  • Advise project management on Federal security regulations and procedures.
  • Manage the Security Education Training and Awareness Program: develop and implement an Insider Threat Program, conduct indoctrinations, debriefings, annual refresher training, foreign travel briefings, cybersecurity briefings, and special access briefings.
  • Work with Contracts and Operations to ensure compliance with contract/subcontract security requirements and issue classification guidance to subcontractors.
  • Serve as the Facility's Insider Threat Program Senior Official; conduct monthly reviews with Insider Threat Committee members and certify the Insider Threat Program with DoD and IC clients.
  • Prepare and implement OPSEC briefings and awareness programs.
  • Maintain security documentation and files in accordance with client requirements.
  • Conduct security incident investigations, coordinate findings with the client point of contact, and recommend corrective actions with concurrence of corporate FSO.
  • Manage document control, including in‑/out‑processing of sensitive material, preparation of document transmittals and packaging, and issuance of courier authorizations.
EDUCATION & EXPERIENCE
  • Bachelor's degree in Security Management or equivalent certifications in Information Technology and/or Management disciplines.
  • 12 years of work‑related experience or a combination of education and directly related experience equal to 16 years if non‑degreed.
  • DCSA certifications such as Security Fundamentals Professional Certification (SFPC) from the Center of Security Excellence (CDSE) and a certified System Engineer ICAMS PACS (CSEIP) Certification.
KNOWLEDGE & SKILLS
  • Experience with Industrial Security inspections and compliance.
  • Working knowledge of technical and information security programs.
SECURITY CLEARANCE
  • Top Secret SCI with Full Scope Poly.
