Job Announcement
Under general supervision, this position is based at the Fairfax County Courthouse within the Court Services Unit. Serves as a team leader and assists the unit manager with administrative oversight of service provision within the Victim Services Unit. Assigns cases, offers guidance, evaluation, and mentorship to Probation Counselor II and Administrative Assistant positions within the Victim Services Unit. Assists the unit manager with developing, implementing, monitoring, and evaluating policies and procedures specific to Victim Services, and provides supervisory oversight of the unit in the unit manager's absence.
Serves as a consultant, trainer, and policy expert for other victim specialists in the unit. Provides guidance on interpretation and application of Code of Virginia as well as local policy and procedures as they relate to victim service provision. Assists in assigning cases to victim specialists. Carries a client caseload: provides trauma‑informed supportive services to victims and witnesses of juvenile crime in the jurisdiction of Fairfax County, Fairfax City, and the towns of Herndon and Vienna.
Receives case assignments and investigates the nature of the offense to determine the needs of the victim. Contacts victims to provide crisis intervention, resource and referral, and victims' rights information; explains the criminal justice process; and provides notification of future court dates. Makes appropriate referrals to other agencies or community resources. Provides courtroom advocacy to victims and witnesses; orients clients on court and diversion processes.
Collaborates with stakeholders to provide consistent information and services to clients. Provides victim impact and shoplifting prevention classes to diverted and adjudicated offenders under the jurisdiction of the Fairfax County Juvenile and Domestic Relations District Court. Assists with transportation for victims, witnesses, and defendants as allowable. Provides restitution information to Court Services Unit Staff, victims of crime and defendants. Represents the Victim Services Unit in meetings with stakeholders and allied professionals.
This position reports to the Program Manager of the Victim Services Unit.

- Serve as supervisor for Probation Counselor I, Probation Counselor II and/or Administrative Assistant positions;
- Actively participate in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;
- Plan, assign, organize, and direct the flow of work and activities;
- Determine and coordinate appropriate assessments, including family evaluation, alcohol and drug assessments, mental health assessments, and sex offender assessments;
- Convene an interdisciplinary/inter‑agency team to collaboratively plan, deliver and monitor multiple services;
- Make an intake disposition, including decisions such as informal handling, rejection of a case on a jurisdictional basis, referral to other agencies or setting the case on the docket for a court hearing;
- Make program admission and release decisions;
- Examine and evaluate the individual circumstances of each case referral;
- Ensure that subordinates adhere to agency operating procedures and standards adopted by the Code of Virginia and Virginia State Department of Juvenile Justice;
- Serve as a resource, trainer and policy expert for professional staff in providing appropriate custody and care, and ensuring the safety and welfare of juvenile or adult offenders or defendants;
