OverviewGovCIO is currently hiring for a Lead Application Developer / Merrifield Site Manager with an active Secret clearance to lead the design, development, and deployment of complex applications and microservices as part of a cross-domain solution to support classified development and provide on-site supervision. This position will be located in Merrifield, VA and will be a fully onsite position.
Responsibilities- Collaborate with product owners, champions, and stakeholders to identify, document, and integrate requirements into features as part of a modern software development lifecycle.
- Utilize Agile for the management and delivery of work across the software development team.
- Provide technical leadership and mentoring to junior and mid-level developers.
- Collaborate with architects, product managers, and cross-functional teams to define technical solutions and ensure alignment with business goals.
- Conduct thorough code reviews and enforce best practices in software engineering.
- Optimize application performance, scalability, and maintainability.
- Design and implement robust CI/CD pipelines to support automated build, test, and deployment processes.
- Work closely with Dev Ops teams to improve delivery pipelines, infrastructure automation, and deployment strategies.
- Ensure the security, reliability, and compliance of applications through thoughtful design and automation.
- Participate in system architecture discussions and influence key technical decisions.
- Investigate and resolve complex technical issues in development, testing, and production environments.
- Bachelor's with 12+ years (or commensurate experience)
- 7+ years of professional Java development experience
- Expertise with Java frameworks such as Spring, Spring Boot, Hibernate, and JPA
- Active Secret Clearance with ability to obtain and hold DEA suitability
- Strong proficiency in modern Java Script
- Deep understanding of object-oriented programming, design patterns, and Java best practices
- Solid understanding of RESTful web services and API design
- Experience with version control systems (Git using ADO or Git Hub)
- Comfortable working in Agile/Scrum teams
- Effectively communicate in English; both oral and written
- Multi-task along with attention to detail
- Self-motivation, organization, time-management, and deductive problem-solving skills
- Work independently and as part of a team
- Networking, web technologies (HTML, CSS, JavaScript), Microsoft Windows
- Familiarity with build tools like Maven or Gradle
- Strong understanding of relational databases (e.g., PostgreSQL, MySQL) and ORM tools
- Experience with unit testing, integration testing, and test-driven development (TDD)
