Support Services Manager
Solano County is seeking a strategic, collaborative and service-focused Support Services Manager to oversee and support six diverse General Services divisions:
Capital Projects Management, Fleet Management, Facilities Operations, Purchasing, Nut Tree Airport, and Real Estate Services.
The position collaborates with executives, department heads, staff, community partners, vendors, and representatives from other public agencies.
Under general direction, the Support Services Manager plans, organizes, directs and oversees the fiscal, procurement, and administrative duties in the General Services Department. Incumbents in this class will act as the Deputy Purchasing Agent for the County. The role is an at‑will, exempt-from-civil‑service position, served at the discretion of the Appointment Authority.
Ideal Candidate- Government purchasing operations
- Interpreting and applying laws, rules and regulations governing public procurement
- Developing and writing complex formal bid documents and Requests for Proposals (RFP's)
- Establishing and implementing purchasing practices and procedures
- Providing training, guidance, and support across various programs and departments
- Compiling, analysing, and presenting financial and statistical data
- Assessing challenges and adapting strategies to meet evolving departmental and County priorities and operational needs
Education: Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Finance or a related field is required.
Experience: Five (5) years of administrative and/or managerial experience, including at least one (1) year in professional purchasing or supply‑management, and two (2) years of supervisory experience, preferably in the public sector.
Licensing, Certification and Registration Requirements- Valid California Driver’s License, Class
C. - Professional certifications are highly desirable: CPPO, CPM, CPSM, CIPS, CPPB, CIPP, CIAPP.
