Position Overview

The City of Fairfield is accepting applications for Building Inspector III position within the Community Development Department’s Building Safety Division.

The Building Inspector III’s role is critical to the mission of the Community Development Department to expand Fairfield’s economic and environmental development, enhance the community’s physical image, and preserve its historical assets. The incumbent inspects buildings and structures in all stages of construction, alteration and repair; assists in the review of building plans and specifications for permit issuance; enforces building, plumbing, electrical, mechanical, energy, green building and zoning codes;

and assists in the issuance of permits and collection of fees.

Working Conditions

Work is performed primarily outside, and may include exposure to construction noise, heights, potential electrical shock, and construction machinery. It may also involve exposure to unsanitary conditions, odors, and hazardous chemicals. At times, work may include reviewing plans at a desk and front‑counter duties.

Physical Demands

Duties may include transporting light to heavy objects (up to 50 pounds), reaching, pushing, pulling, crawling, climbing, stooping, prolonged periods of standing, walking on uneven surfaces, stepping over trenches, walking on roofs up to an 8/12 pitch, climbing ladders and scaffolding two to four stories in height, and using a computer keyboard or tablet for data input and typing reports. Vision requirements include the ability to read gauges, manufacturers’ labels and fine print on plans, depth perception for ladder climbing, and color discrimination for correct wiring.

The Building Inspector I/II/III classifications are flexibly staffed. Incumbents may advance to the higher level after gaining experience, obtaining required certifications, and demonstrating a proficiency that meets higher‑level qualifications.

Qualifications

Experience:

  • Four (4) full‑time years of building inspection experience with a public agency inspecting all major trade fields (carpentry, mechanical, electrical, plumbing).
  • OR
  • Eight (8) full‑time years of responsible and relevant journey‑level experience in one or more major trade fields, or in performing a wide variety of building trades work performed in conformance with standard building, mechanical, electrical, and plumbing codes.
  • An Associate’s degree in Building Construction/Inspection Technology may substitute one (1) year of the required experience.

Education:

  • Completion of twelfth grade.
  • Related college coursework is highly desirable.
  • Certifications with the International Conference of Building Officials (ICBO) and/or the International Code Council (ICC) are required.

Required Licenses and Certificates:

  • Valid California driver’s license.
  • ICC Residential and Commercial Building Inspector certifications (or equivalent under the ICBO program).
  • ICC Commercial and Residential certification for one of the following:
    Mechanical, Electrical, or Plumbing (or equivalent under ICBO), required within the first twelve (12) months.
  • Certification as a Commercial Plans Examiner may substitute for one of the above certificates; certifications shall be maintained as a condition of employment.
Supervision Received and Exercised

Supervision is received from the Building Inspector Supervisor or other management staff. Training, guidance, and direction may be provided by the Senior Building Inspector. The Building Inspector III may provide limited guidance to other inspectors as needed.
