This class is accountable for performing the complex duties in the area of engineering or coordinating all phases of design for Town buildings including the architectural, engineering, code review, cost review or equipment functions. Works under the direction of the Capital Projects Manager or designee.

  • Acts as a technical assistant to Construction Project Managers in review of complex construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, codes and agency or statutory requirements.
  • Advises supervisors regarding job conditions, deviations from contract documents, potential delays and claims or conditions with potential for litigation and/or arbitration and makes recommendations for resolution.
  • Assists in assembling and distributing procurement documents, including bid packages and proposal requests, in accordance with applicable policies and procedures.
  • Consults with project managers, supervising project managers, consultants, engineers, Town departments, and design reviewers during design stage of new projects or proposed alterations to existing facilities.
  • May represent project managers at job meetings.
  • May prepare and maintain construction records and reports.
  • Participates in site visits and field reviews to observe construction progress, identify potential issues, and assist in verifying work quality and adherence to specifications.
  • Participates in electrical, mechanical, structural, civil, or telecommunications projects.
  • Provides advisory services to staff regarding code applications and resolution of field problems.
  • Researches acceptability of products, systems, design, permits and new technology.
  • Supports the evaluation process for contractor and vendor submissions by reviewing qualifications, pricing, and responsiveness to project criteria.
  • Supports the development of detailed project scopes and specifications to clearly define project objectives, deliverables, and expectations.
  • Verifies architect change recommendations.
  • Performs related duties as required.
Knowledge, Skills, And Abilities
  • Considerable knowledge of principles, practices and methods of architectural or engineering design, building design and design aspects of building modification and construction.
  • Considerable knowledge of project management.
  • Knowledge of building materials and codes.
  • Knowledge of contractual documentation.
  • Ability to clearly and succinctly communicate both orally and in writing.
  • Ability to read and interpret construction drawings.
  • Ability to work effectively and respectfully with individuals from diverse backgrounds and communication styles.
Qualifications

Minimum Qualifications
  • Bachelor’s degree in Building Science, Construction Management, Civil Engineering, or a closely related field; or an equivalent combination of education, technical training, and relevant experience.
  • Minimum of six (6) months of progressively responsible experience in the construction industry, including exposure to project coordination, field operations, or construction specialties such as plumbing, carpentry, masonry, or related trades.
  • Working knowledge of construction budgeting processes and schedule tracking, with experience assisting in cost control and timeline management.
  • Experience supporting on-site construction activities, including coordination with contractors and subcontractors.
  • Demonstrated ability to contribute to team leadership efforts or supervise small crews, contractors, or specific work tasks under the direction of a Project Manager.
Familiarity with identifying project risks and assisting in the implementation of mitigation strategies Working Conditions, Physical and Mental Requirements

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to effectively perform the duties.
