Job Summary
The Budget Systems Analyst position is a unique opportunity to support the District by providing budget and analytical insights while also helping to improve internal processes and enhancing system functionality. The position will be responsible for cross‑training support, updating processes and procedures, troubleshooting system issues, and collaborating with departments to streamline workflows and enhance the use of the financial system across the district.
The role also supports budget analysis, development of the annual budget book, and preparation of state financial reporting requirements.
Works under the general supervision of the Executive Director of Finance and Business and the Assistant Director of Finance. Assignments are performed with considerable independence within established accounting standards, policies, and procedures. Guidance is provided on complex or unusual matters.

Essential Duties- Systems
- Provide functional support for the District’s financial systems MUNIS, including troubleshooting, coordinating updates and upgrades, testing enhancements, and promoting operational efficiencies.
- Manage the MUNIS workflow and security system settings. Modify and adjust user security settings as needed.
- Coordinate with MUNIS support to upgrade the financial system on an intermittent basis. Test upgrades and communicate changes to employees.
- Implement process improvements, such as automation or other improvements within the MUNIS environment.
- Document new and existing procedures for staff to follow and use.
- Collaborate with departments across the district and serve as a liaison between Finance, IT, and other teams to identify, implement, and support system‑based solutions that enhance efficiency, accuracy, integration, and coordination of financial and operational processes.
- Budget Analysis
- Assist in the administration of the District’s position control system, ensuring all authorized positions are properly tracked and funded, and helping prevent staffing commitments that exceed budgeted resources.
- Assist with the creation and production of the district’s annual budget book, including data collection, formatting, and content development.
- Assist departments with running purchase order reports and monitoring open encumbrances.
- Assist with budget projections for quarterly reporting.
- Reporting
- Assist in the development and submission of state financial reporting requirements, such as the EFS report.
- Assist with special projects assigned by the Chief Financial Officer.
- Perform additional related duties as required to support departmental goals.
- Knowledge of basic auditing principles and practices.
- Knowledge of financial software and modern office technology.
- Knowledge of governmental or municipal accounting principles, practices, and procedures.

- Ability to maintain confidentiality of sensitive financial information.
- Ability to perform detailed accounting work and mathematical calculations accurately.
- Ability to read and interpret written materials.
- Ability to work with individuals from diverse backgrounds.
Bachelor’s degree in accounting, finance, and/or business administration. Minimum 2 years of work experience. A master’s degree in accounting, finance, or business may be substituted for one year of work experience. Experience in local government or the public sector is preferred. Familiarity with financial systems MUNIS and an understanding of system workflows, reporting tools, and end‑user support. Attention to detail and strong analytical and project coordination skills are necessary.
