The City of Fairfield is accepting applications for the position of Public Utilities Superintendent - Field. Fairfield is located in Southwestern Ohio about 20 miles north of Cincinnati, home to ~45,000 residents. It is situated along the northern loop of I‑275, conveniently positioned within minutes of a variety of recreational, cultural and business areas. The City’s Public Utilities Department, with annual revenues of approximately $24 million, operates an Ohio EPA Class II water distribution and wastewater collection system with a mission to protect public health, protect public safety, provide cost effective rates and protect the environment.

The Field Superintendent manages the operation and maintenance of the water distribution and wastewater collection systems and reports to the Director of Public Utilities. The Field Superintendent will be designated as the operator of record of the two systems and will oversee a staff of approximately 20 classified employees.

Water Distribution
  • 3 pressure zones

Wastewater Collection
  • 30 sewer basins
  • ~175 miles of 6-inch to 42-inch pipe; armco truss, cast, concrete, ductile, HDPE, plastic, PVC truss, vitrified clay, and vyon (Lamson)
  • ~4,500 manholes
  • 12 lift stations
  • Relief sewer system and lift station, and
  • 8 diversion structures
Responsibilities
  • Lead and manage the staff of the Water Distribution (including Metering Reading) and Wastewater Collections units; schedule personnel; provide training and development opportunities; and evaluate performance. Ensure appropriate staffing levels.
  • Ensure timely completion / resolution of work orders, utility locates, and customer service requests; work closely with Utility Billing Office representatives as needed.
  • Direct the operation and maintenance of Water Distribution and Wastewater Collections facilities to ensure compliance with state and local regulatory requirements. Physically inspect worksites and facilities. Prepare reports, charts, letters, memos, etc. concerning the operation and maintenance of the City’s Water Distribution and Wastewater Collection facilities.
  • Oversee emergency and planned repairs of all City-owned underground water and sewer assets; coordinate with Ohio EPA and other appropriate entities on related boil water advisories as needed.
  • Oversee construction projects associated with Water Distribution and Wastewater Collection assets.
  • Review and comment on plans for proposed commercial and residential development / redevelopment projects through the City’s Standard Technical Review group.
  • Monitor and periodically check the areas where work is performed in order to identify potentially dangerous or possibly changed conditions that affect safety and need to be addressed.
  • Develop and implement an effective backflow prevention program and asset management program.
  • Prepare operating and capital budgets.
  • Administer contracts originating in the Public Utilities Department.
  • Participate in meetings, seminars, events, etc. as appropriate.
  • Performance of other duties as necessary.
Qualifications

Applicants must possess a valid driver’s license and, at a minimum, hold an Ohio EPA Class II Water Distribution Operator Certificate and/or an Ohio EPA Class II Wastewater Collection Operator Certificate. Candidates must also be able to obtain the corresponding certification not currently held within six (6) months of employment. Applicants must have a minimum of three (3) years of supervisory experience.

A bachelor's degree in Environmental Science, Business Administration, or a related field is preferred.

Physical Demands
