Duties and Responsibilities Grant/Special ProjectsInspect and oversee daily reclamation construction activities for grant-funded projects, ensuring compliance with plans, specifications, contract requirements, and applicable standards. Review contractor documentation, monitor project budgets and expenditures, approve payment requests, maintain audit records, and prepare required progress reports.
Bipartisan Infrastructure Law (BIL) ProjectsManage BIL-funded reclamation projects from planning through construction completion. Coordinate with multidisciplinary project teams, oversee consultant inspectors and managers, administer consultant contracts during design, and serve as the primary construction representative throughout project execution.
Database and Information ManagementDevelop, maintain, and enhance AMLNET and construction management databases. Coordinate with Computer Programming Specialists to improve system functionality, maintain project records, develop automated payment processes, and support construction data management and reporting.
Construction Standards and Technical SupportEvaluate reclamation practices and construction specifications, conduct field investigations and historical research, monitor construction performance, recommend specification improvements, and provide technical support during project planning, design, and construction.
Passive Water Treatment SystemsMaintain inventory and evaluate the performance of passive water treatment systems through field inspections, historical research, and water sampling. Recommend maintenance, repairs, and system improvements as needed.
Intergovernmental Transfer (IGT) ProjectsCoordinate the development and implementation of Intergovernmental Transfer (IGT) projects by collaborating with local governments, partner agencies, and program management to ensure successful project delivery.
Training and Program DevelopmentDevelop, implement, and support training programs for WVAML&R construction inspectors and consultant personnel, including standardized procedures, inspection requirements, and ongoing professional development.
Minimum Qualifications- Training: Bachelor’s degree from an accredited college or university.
- OR
- Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
- AND
- Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.
- OR
- Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
- Promotional Only: Three (3) years of experience as an Environmental Resources Specialist 1 and/or 2 may substitute for the required training and experience.
