Description of Job Duties and Responsibilities
The Manager of Grant Financial Operations supports the fiscaladministration and financial compliance of Fairmont State University’s sponsored programs including federal, state and private grants, contracts and awards. This role provides grantfinancial data to key stakeholders including but not limited to leadership, the Office of Sponsored Programs, Principal Investigators and all granting agencies/partners as required orrequested
Operational Duties- Manages the creation and closure of restricted funds within the University’s chart of accounts
- Maintains restricted funds by tracking expenses, allocatingpayroll, updating budgets, posting journal entries and performsbudget-to-actual reconciliations for receipts anddisbursements
- Prevents or corrects improper cost transfers and postingerrors.
- Completes month-end processes for restricted funds and runs monthly financial reports and schedules
- Ensures a positive cash flow for restricted funds which includes but is not limited to timely invoices, completion of draw requests and required grant reporting
- Collaborates with Finance areas and Human Resources to create,calculate and balance grant funded positions
- Assists with the development of a streamlinedcross-institutional billing workflow with Fairmont State Foundation
- Works directly with Fairmont State Foundation to invoice forreimbursements and reconcile grant funded requests
- Assists with year-end processes and audit functions for theannual financial audit, including but not limited to timingfunctions to prepare schedules, completing calculation and analysis, creating and posting accrual entries and providing support documentation as requested by the auditors for restrictedfunds
- Primary point of contact and coordinator for Research and Development audits
- Ensures compliance with all financial reporting obligations
- Assists with the completion of annual requirements forrestricted funds including but not limited to Expenditure Schedule,Schedule of Expenditures of Federal Awards ( SEFA ) and Appropriation Requests for the State of West Virginia
- Policy Development:
Work with Finance team to evaluate, update,implement and document departmental and university-wide financial policies and procedures. - Unit
Collaboration:
Collaboration includes but is not limitedto, partnering with the Finance Team to ensure accurate and timely financial reporting and to ensure alignment between budget andactual reporting; and collaborating with departments across the university to promote clear understanding of financial data and processes - Improvement:
Drive continuous improvement by automating manualprocesses and enhancing ERP system functionality in conjunction with the State of WV’s ERP system
- Participates in other projects and performs other duties as assigned.
- Bachelor’s degree in Accounting, Finance, Business Administration or a related business field (or equivalent combination of education and experience).

MinimumRequired Qualifications
- 2-4 years prior experience with Finance, Accounting or Budgets,however, any equivalent combination of education and/or experience is acceptable which provides an applicant with the listed knowledge, skills, abilities and capability to perform the essential functions of the job
- High attention to detail and strong written and verbal communication skills
- Strong proficiency in Microsoft Excel (including formulas, datasorting, and pivot tables).
- Strict ethical standards for handling data confidentiality
- Experience with federal, state, local, or private grantadministration
- Strong understanding of Generally Accepted Accounting Principles ( GAAP ), Governmental Accounting Standard Board ( GASB) and Uniform Guidance rules
