Under direction, is responsible for serving as a technical specialist regarding industrial pretreatment regulations and programs; performs related duties as required.

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

  • Inspects commercial, industrial, and residential facilities to determine appropriate sewerage service charges in accordance with City ordinances;

  • Reviews accounts of industrial facilities to ensure the appropriate industrial user classification is assigned and related charges are assessed;

  • Conducts industrial audits and inspections to ensure conformance with the City's Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) permit and Industrial Pretreatment Regulations NPDES permit;

  • Provides technical support in accordance with MS4 NPDES permit and NPDES permit monitoring requirements; initiates and conducts discharge sampling and enforcement activities;

  • Oversees the trucked waste disposal site to ensure waste haulers are properly disposing of hauled waste in accordance with authorization;

  • Inspects auxiliary metering systems, pits, existing plumbing, and backflow prevention devices for compliance to division regulations;

  • Investigates water leaks for potential sewer adjustments;

  • Works with company representative and customer service office to resolve sewer billing adjustments at permitted industrial facilities;

  • Prepares recommendations for manager's approval to increase or decrease charges for permitted facilities in order to recover costs associated with treatment of industrial discharges;

  • Advises building owners or managers where auxiliary meters should be located or ways to correct meter malfunctions;

  • Inspects underground storage tank remediation sites for compliance with state and local laws regarding suitable discharge points to the sanitary sewer system;

  • Completes records and logs regarding daily activities; prepares written reports as necessary;

  • May collect samples of industrial discharges and stormwater discharges in conjunction with special projects or investigations to be analyzed at surveillance laboratory.

Two (2) years of experience reading, utilizing, inspecting, installing or repairing utility related meters or devices, water or water reclamation maintenance, water reclamation operations, industrial pretreatment monitoring, or solid waste activities. Substitution(s):
Possession of an associate's degree in environmental science, chemistry, biology or other closely related scientific field may substitute for the required experience. Completion of a formal vocational training program or a post-secondary educational certificate in water or water reclamation treatment, plumbing, mechanical maintenance or related field may substitute for six (6) months of the experience.

Possession of a valid driver's license.

The names of the applicants passing this administration of this exam will be used to create a NEW, OPEN COMPETITIVE
, eligible list, and will replace the names on the current list. If you are interested in having your name included on the new eligible list, you will need to apply for this exam within the filing period and successfully complete all phases of the testing process. The examination process will consist of a computerized exam weighted 100%, covering Reading Comprehension, Problem Identification, English Usage and Grammar, Mathematics, Map Reading, Meter Reading, Sewer Systems, Plans, and Safety.

The exam is expected to be administered in late September - early October 2026. Approved applicants will be notified by mail/email of their scheduled test date and time.

All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate's name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test.
