Special Programs Coordinator - Massachusetts Skills, Training, Education (MassSTEP) Programs
DEPARTMENT:
Economic and Business Development/Adult Education
PRIMARY
LOCATION:
Fall River, with periodic travel to Bristol's Attleboro, New Bedford and Taunton locations and local adult education programs.
POSITION STATUS:
This is a part time, grant funded, 26 hours per week, MCCC/MTA, unit position with benefits. This position is funded for 52 weeks per year. This position is subject to grant budget appropriations.
REPORTS TO:
Associate Director, Transition to College programs.
SALARY: $36.55 per hour
STATEMENT OF DUTIES:
The Community/Outreach Counselor provides day-to-day management of Bristol's Massachusetts Skills, Training, Education Programs (MassSTEP). MassSTEP is a service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation for the purpose of educational and career advancement. Bristol's current programs prepare students for entry level positions in the field of Clean Water Technology and Certified Nursing Assistant.
This position works in cooperation with both the Adult Education department and for-credit divisions of the college to provide opportunities for Adult Education students to pursue career pathways in in-demand industries. This position encompasses program management in conjunction with direct student service. Responsibilities include, but are not limited to, managing day-to-day program operations, as well as providing a continuum of advising services that support student success.
The work schedule would be primarily days, with occasional evenings and weekends as required.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
* Plan and manage day-to-day operations of MassSTEP programs ensuring effective program implementation and strong outcomes.
* Develop and coordinate program schedules, activities, and services to ensure effective program delivery.
* Monitor program performance metrics and take proactive steps to improve completion rates, credential attainment, and successful transitions to employment and further education.
* Maintain accurate program records, documentation, and reports related to enrollment, retention, completion, and employment outcomes.
* Lead recruitment efforts to build and sustain strong program enrollment aligned with MassSTEP goals and funding requirements.
* Establish and maintain relationships with Bristol adult Education programs, community-based organizations, workforce agencies, and other partners to expand recruitment pipelines.
* Coordinate recruitment events, information sessions, and outreach activities to promote program awareness.
* Facilitate new student orientations and onboarding activities to ensure participants understand program expectations, available resources, and pathways to successful completion.
* Provide comprehensive advising and case management services that support student persistence, completion, and employment.
* Actively monitor student progress and intervene early to address academic, personal, or logistical barriers to program completion by connecting students with appropriate college and community resources.
* Assist students in the use of technologies in education and career planning.
* Guide students in groups and/or individually through career exploration and education and career activities.
* Work collaboratively with Adult Education and college staff to track student enrollment, academic progress, and outcomes.
* Input grant required data into the Department of Education data management system, LACES, in accordance with state guidelines.
* Attend Adult Education staff meetings, college meetings, college committees and professional development provided by the college.
* Participate in state meetings and professional development activities provided by MA Department of Education, as required.
* Demonstrate a sense of professionalism and consistently reflect Bristol's core values while interacting with members of the Bristol community.
* Focus on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions.
* Perform other duties as assigned, consistent with the Collective Bargaining Agreement.

Bachelor's degree in Education, Counseling, Psychology, Business Administration, Mathematics, Computer Science, or other field related to area of assignment; with three (3) years experience and/or training involving area of assignment, which may include college registration, academic advisement, career development, career experience, training, curriculum development, audio/visual or graphic production, grant administration, budget development, program/project management, event planning, administrative work in an academic environment, or personal computer…
