Program / Project Manager, Operations Manager
New North Citizen’s Council, Inc. (NNCC) is seeking a Program Manager to join our Youth Support Services
. Under the supervision of the New North Citizens’ Council’s (NNCC) Director of Youth Support Services, the
Program Manager
is responsible for the overall management, coordination, and operational oversight of the Joshua’s House (JH) Program. This includes supervising program activities, supporting staff performance, managing housing coordination efforts, and ensuring effective service delivery for youth ages 18–24 transitioning from structured shelter living to independent housing.
The Program Manager provides leadership in implementing program policies and procedures, monitors outcomes to ensure quality standards are met, and collaborates with landlords, community partners, and internal staff to secure and maintain stable housing for program participants. The role requires strong organizational, communication, and problem-solving skills, as well as the ability to foster teamwork and accountability across the JH program.
As a representative of NNCC, the Program Manager promotes the organization’s mission and values through professional engagement with community stakeholders and consistent adherence to agency standards.
- Oversee day-to-day operations of the Joshua’s House program, ensuring services align with NNCC’s mission, goals, and compliance standards.
- Provide direction and support to Residential and Housing Coordination staff, ensuring consistent implementation of program policies and best practices.
- Coordinate program planning, evaluation, and reporting in collaboration with the Director of Youth Support Services.
- Monitor program performance metrics, participant progress, and housing outcomes to ensure service quality and effectiveness.
- Manage participant budgets and oversee the proper allocation of housing-related funds, subsidies, and assistance benefits.
- Ensure adherence to JH policies related to lease agreements, inspections, damage claims, and housing standards.
- Facilitate regular staff meetings and case reviews to promote collaboration, consistency, and problem-solving among team members.
- Support staff development through guidance, feedback, and participation in relevant training (e.g., Trauma-Informed Care, Motivational Interviewing, Youth Development).
- Serve as a communication bridge between the JH team, NNCC leadership, and community partners to maintain program alignment and transparency.
- Coordinate internal and external communication regarding housing issues, evictions, and vacancies to ensure timely resolution.
- Build and maintain strong working relationships with landlords, property managers, and housing service providers to expand and sustain affordable housing opportunities.
- Represent NNCC and Joshua’s House at community meetings, landlord associations, and collaborative initiatives focused on housing and youth services.
- Negotiate leases and agreements in alignment with NNCC’s standards and program requirements.
- Oversee the resolution of disputes or issues between tenants and landlords, ensuring fair and timely outcomes.
- Maintain accurate documentation and records in accordance with NNCC policies and program standards.
- Ensure compliance with all applicable local, state, and federal housing regulations.
- Prepare reports and data summaries as requested by the Director of Youth Support Services.
- Participate in agency-wide initiatives, committees, and cross-program collaborations to strengthen NNCC’s overall impact.
PAY – Nonexempt: $45,000 – $50,000 per year (depending on experience)
QUALIFICATIONS:EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s degree in a behavioral health-related or human services field (or equivalent experience).
- Supervisory or program coordination experience preferred.
- Bilingual (English/Spanish) and bicultural background preferred.
- Strong leadership, communication, and organizational skills with the ability to manage multiple priorities.
- Proficiency in Microsoft Office Suite (especially Excel) and data management software.
