Position: Employment, Training and TERO Director

This position is responsible for overseeing the management of the Employment, Training and TERO Department and all related operations, including compliance and enforcement of the Fallon Paiute-Shoshone Tribe Employment, Training and TERO laws. Responsibilities include verifying calculations, collecting TERO fees, reviewing contracts for compliance, revising ordinances, overseeing Vocational Rehabilitation, maintaining public relations with civic and government agencies, promoting local workforce skills, planning training opportunities for tribal members, and enforcing compliance with contractors.

Education & Experience

Bachelor’s degree in Business, Finance and/or Accounting and two years experience in taxation or equivalent combination; plus two years related experience or four years in TERO, Human Resources, safety, construction or business management.

Minimum three years of management/supervisory experience, including supervisory duties and office operations.

Licenses & Certificates / Other Requirements

Compliance with Indian Child Protection & Family Violence Prevention Act Public Law 101-630, 25 COCE OF Federal Regulations Part 63—Indian Child Protection & Family Violence Prevention, Crime Control Act of 1990, Employee Background Checks and Executive Order 12968, Adjudicative Guidelines.

Must successfully complete an extensive background check before employment. Must be a mandated reporter, current Certified Rehabilitation Counselor (CRC), and have a valid Nevada Driver’s License insured through the Tribe.

Duties & Responsibilities

Oversee day‑to‑day operations of the Employment, Training and TERO Department and its staff.

Review bids, contracts, lease agreements for TERO compliance with the Economic Development Department and the Fallon Business Council; attend pre‑construction meetings with contractors; coordinate with Contract Compliance to verify prevailing wage requirements.

Ensure purchasing and procurement processes comply with the Tribe’s Financial Policy; prepare annual department budget; review current TERO laws and communicate with external entities professionally; verify accuracy of TERO Compliance Agreements; attend Fallon Business Council meetings; enforce TERO ordinances and regulations.

Establish a tribal hiring hall, certify qualified Indian applicants, maintain registries of Native American individuals and firms; collect Tribal Employment Rights fees from covered employers/contractors; implement Indian Preference guidelines; and enforce contractor compliance.

  • Act with Human Resources on possible employment discrimination cases on TERO projects; use Tribal, State and Federal resources and laws.
  • Prepare compliance agreements/plans; maintain record‑keeping systems and statistical data; inspect non‑privileged information for ongoing compliance.
  • Collect TERO fees and levy fines against violators.
  • Develop forms and procedures; maintain the administrative process (intake, complaints, hearings, court proceedings, sanctions).
  • Conduct regular on‑site inspections and review workforce reports and payroll records.
  • Prepare quarterly reports to supervisor and TERO Commission; adhere to ordinance responsibilities.
  • Collaborate with Human Resources to maintain list of Tribal manpower resources; interview and prescreen personnel for placement; meet with employer/employees after placement.
  • Maintain list of certified Native American owned companies; coordinate and plan trainings with local and outside agencies.

Conduct regular research on employment opportunities locally and in surrounding areas; maintain and update a skills bank with TERO clients; coordinate temporary work assignments with Tribal Departments. Other job‑related duties as assigned by the supervisor.

Salary & Benefits

$32.99‑$49.90 hourly.
