The Risk & Safety Manager is responsible for leading and administering the company’s safety, health, environmental, and risk management programs across construction projects, aggregate operations, shops, and office locations. This position works closely with field supervisors, project managers, equipment operators, drivers, and executive leadership to promote a proactive safety culture, ensure compliance with OSHA, MSHA, DOT/FMCSA, and applicable state regulations, and reduce operational risk, injuries, property damage, and business interruption.

The position requires regular travel to construction projects, aggregate pits, shops, and other company offices and serves as the primary company representative for safety and regulatory matters.

Safety Program Administration
  • Develop, implement, maintain, and update company safety programs, policies, procedures, and training materials.
  • Monitor compliance with OSHA, MSHA, DOT/FMCSA, workers’ compensation, and other applicable regulations.
  • Conduct field inspections, audits, and risk assessments at construction sites, pits, shops, and office locations.
  • Identify hazardous conditions and practices and recommend corrective actions.
  • Maintain safety records, certifications, permits, and documentation.
  • Prepare and submit required regulatory reports, including OSHA logs and MSHA reports.
Training & Employee Development
  • Deliver or coordinate required safety training, including OSHA, MSHA, hazard communication, trenching and excavation, confined space entry, forklift operation, fall protection, defensive driving, first aid/CPR, and other topic-specific training.
  • Maintain training records and ensure employees maintain required certifications and qualifications.
  • Facilitate weekly tailgate safety meetings and quarterly safety committee meetings.
  • Investigate injuries, vehicle accidents, equipment damage, utility strikes, thefts, vandalism, and other incidents.
  • Determine root causes and develop corrective and preventive actions.
  • Track incident costs and trends and provide recommendations to management.
  • Coordinate incident review meetings for serious events and monitor follow‑up actions.
  • Work with HR to coordinate medical treatment and drug/alcohol testing following workplace injuries in accordance with applicable company policies and regulatory requirements.
  • Maintain OSHA recordkeeping related to workplace injuries and illnesses.
MSHA Compliance
  • Coordinate new miner and annual refresher training.
  • Ensure completion and retention of required MSHA documentation, including workplace exams, task training, pre‑operational inspections, fire extinguisher inspections, first aid kit inspections, grounding/resistivity records, and commencement/closure filings.
  • Conduct crushing plant and aggregate operation inspections and evaluate signage and confined space requirements.
  • Submit required quarterly reports and reportable injury notifications.
  • Coordinate citation response and contest processes when applicable.
  • Manage the company SDS program and ensure current SDS information is available at all locations and in service vehicles.
  • Coordinate updates as new chemicals are introduced into company operations.
  • Provide hazard communication training to employees.
Fire Protection, First Aid & Emergency Preparedness
  • Coordinate annual inspection and servicing of fire extinguishers across all facilities, vehicles, and equipment.
  • Ensure first aid kits and emergency supplies are stocked and maintained.
  • Provide fire extinguisher use training and support emergency response planning.
Drug & Alcohol Testing Program
  • Work with HR to coordinate or arrange required drug and alcohol testing, including random, post‑accident, reasonable suspicion, return‑to‑duty, and follow‑up testing.
  • Maintain testing records and required reporting for clients, utilities, and FMCSA audits.
  • Work with HR to coordinate follow‑up testing programs and counseling referrals when required.
Insurance & Administrative Support
  • Coordinate automobile and liability insurance claims.
  • Maintain relationships with insurance carriers, consultants, and regulatory agencies.
  • Provide management with safety performance metrics, trends, and recommendations.
