We are seeking a highly skilled Technical Writer to support the Defense Health Agency (DHA) Facilities Enterprise. This position plays a critical role in developing, editing, standardizing, and managing technical publications that support military healthcare facilities, facilities engineering programs, infrastructure planning, facility sustainment, restoration, and modernization initiatives, and enterprise governance.
The successful candidate will work closely with DHA leadership, facilities subject matter experts, engineers, planners, program managers, and federal stakeholders to transform complex technical information into clear, concise, compliant publications aligned with Department of Defense and DHA requirements.
Position Status: COA (contingent on award)Work Period:
This position is full-time for the base performance period (30 September 2026 – 29 September 2027), with four option years available depending on funding. Telework eligibility applies unless specifically designated otherwise.
What You'll Do Technical Writing & Publications Development- Develop, edit, format, and finalize technical and administrative publications.
- Transform technical, engineering, facilities, and policy information into user-friendly documentation.
- Prepare technical manuals, procedural manuals, administrative instructions, policy documents, guidance publications, information papers, executive summaries, and briefing materials.
- Ensure consistency, accuracy, and compliance with DHA and DoD publication standards.
- Conduct detailed technical editing and quality reviews of publications before release.
- Verify formatting, content consistency, grammar, style, and policy alignment.
- Collaborate with subject matter experts to resolve technical discrepancies and clarify requirements.
- Research federal, DHA, and DoD regulations, directives, policies, and guidance.
- Identify conflicts, gaps, and inconsistencies within publication content.
Support publication development for facilities engineering, capital improvements, facility operations, infrastructure modernization, and healthcare facility programs.
- Assist with the development of:
- Executive summaries (EXSUMs)
- Memorandums
- Strategic communications
- Leadership briefing materials
- PowerPoint presentations
- Decision-support documents
- Support publication lifecycle management and document control processes.
- Maintain publication schedules, workflows, review cycles, and approvals.
- Improve document standardization, templates, style guides, and publication processes.
- Support enterprise knowledge management initiatives.
- Bachelor's degree in Technical Writing, English, Communications, Journalism, Public Administration, or related discipline.
- Minimum 3 years of technical writing experience supporting Department of Defense (DoD), Defense Health Agency (DHA), federal government, military, engineering, facilities, infrastructure, healthcare, construction, or related programs.
- Experience developing technical publications, manuals, policies, procedures, guidance documents, and executive communications.
- Experience collaborating with subject matter experts and government stakeholders.
- Advanced Microsoft Word skills, including professional document formatting and template development.
- Proficiency with Microsoft PowerPoint, Excel, and Adobe Acrobat.
- Strong editing, proofreading, and technical communication abilities.
- Ability to interpret and simplify complex technical, engineering, and policy information.
- Exceptional writing, organizational, and document management skills.
- Ability to obtain and maintain a Tier 1 / NACI background investigation.
- Experience supporting the Defense Health Agency (DHA).
- Experience supporting military healthcare facility programs.
- Familiarity with DHA publications processes and ETMS
2. - Knowledge of facilities engineering, facilities maintenance, construction, architecture, and engineering (A/E), infrastructure management, or healthcare facility planning.
- Experience supporting federal facilities or military construction programs.
