Program Analyst Senior
Performs advanced analytical and program control tasks in direct support of large-scale, fast-paced government contract programs.
Responsibilities for this position include:
- Independently develops, maintains, and presents Estimates at Completion (EACs) and program Spend Plans, identifying variances and recommending corrective actions.
- Reviews and analyzes subcontractor invoices across single and multi-subcontractor programs for accuracy and compliance, identifies discrepancies, and approves or rejects invoices accordingly.
- Reconciles and tracks subcontractor and project trailing costs against month-end actuals.
- Creates, submits, and manages subcontract Purchase Orders (POs) and Purchase Requests (PRs) throughout the project lifecycle, including adding funds, de-obligating funds, and realigning funds across PO lines in coordination with Program and Project Managers and the Subcontracts team.
- Leads the full lifecycle of task order modifications and requests for change (RFCs), including Cost Scenarios, Rough Order of Magnitude (ROMs), Cost Proposals, subcontractor pricing reviews, tracking changes and reporting.
- Designs and maintains program controls workbooks and tracking tools using advanced Microsoft Excel (Pivot Tables, V-Lookups, etc.) to support analysis and program leadership decision-making.
- Independently conducts travel review processes in accordance with the FAR/JTR, ensuring accuracy and regulatory compliance, and resolves escalated or complex discrepancies with minimal guidance.
- Serves as a primary analytical point of contact for Program / Project Managers, Subcontracts and Finance teams, and other stakeholders on program controls and schedule matters.
- Mentors junior analysts and reviews their work products for accuracy and completeness.
- Supports startup and closeout activities, ensuring financial continuity and accurate tracking through all phases of the project lifecycle.
- Other duties as assigned.
Requirements include:
- BA/BS degree in Finance or related field (or equivalent experience).
- 5+ years of relevant experience in government contracting, financial analysis, program analysis or a closely related field.
- Demonstrated ability to work independently with minimal supervision on complex, high-visibility deliverables.
- Demonstrated ability to reconcile month-end actuals against forecasts, identify trailing and accrued costs, and apply findings to support accurate program controls reporting and analysis.
- Experience supporting the development of cost scenarios, Rough Orders of Magnitude (ROMs), and Cost Proposals during project life cycles, or new project starts.
- Strong analytical skills, critical thinking skills, attention to detail, and use of sound independent judgment.
- Advanced proficiency in Microsoft Excel (Pivot tables, V-Lookups, complex financial modeling).
- Deep working knowledge of Estimates at Completion (EAC) methodologies, Spend Plan development, and Earned Value Management (EVM) principles.
- Experience with subcontract financial administration, including FAR/DFARS compliance and invoice adjudication.
- Experience with government Joint Travel Regulations (JTR) /Federal Travel Regulations (FTR) and their application to travel expense reviews and compliance.
- Ability to function independently, consistently meeting deadlines.
- Excellent verbal and written communication skills.
- Strong team player, ability to collaborate in fast-paced cross-functional environment.
- SECRET CLEARANCE required.
Preferred skills include:
- Experience with Process Improvements and Documentation.
- Experience with Subcontractor Timekeeping and Invoicing.
- Experience with Concur and Travel Review.
- Familiarity with SC360 or similar procurement and purchase request management systems.
- Familiarity with Microsoft SharePoint.
- Familiarity with Kofax Mark View for invoice review, approval, and rejection workflows.
- Familiarity with OBIEE reporting.
