Job Description
ECS Federal is seeking a highly experienced Computer and Information Systems Manager - Subject Matter Expert (SME) to support the Defense Health Agency's Army Medical Department (AMMED) mission. The ideal candidate will provide strategic leadership and technical expertise in planning, directing, and coordinating enterprise-level IT activities including electronic data processing, information systems, systems analysis, and computer programming initiatives.
Key Responsibilities- Strategic Planning & Direction:
Lead and coordinate activities across electronic data processing, information systems architecture, systems analysis, and software development programs - IT Governance:
Develop and implement IT policies, procedures, and standards aligned with DHA and DoD requirements - Program Oversight:
Direct multiple concurrent IT initiatives, ensuring alignment with organizational objectives and mission requirements - Systems Integration:
Oversee the analysis, design, and implementation of complex information systems supporting healthcare operations - Stakeholder Engagement:
Collaborate with government leadership, program managers, and technical teams to drive IT modernization efforts - Resource Management:
Plan and allocate technical resources, budgets, and personnel to meet program milestones - Risk Management:
Identify, assess, and mitigate IT-related risks across the enterprise - Compliance:
Ensure adherence to federal cybersecurity frameworks, HIPAA, and DoD security requirements
- 15 years of experience
- Master's Degree in relevant Field
- Experience supporting Department of Defense (DoD)
- Experience supporting Defense Health Agency (DHA) programs
- Knowledge of Military Health System (MHS) operations and healthcare IT systems
- Expertise in enterprise architecture frameworks (DoDAF, TOGAF)
- Experience with Agile and Dev Sec Ops methodologies
- Strong understanding of federal IT acquisition processes
- Demonstrated ability to lead cross-functional technical teams
- Excellent communication skills with ability to brief senior government officials
- Preferred Certifications - Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Information Technology Infrastructure Library (ITIL)
- Experience with SEMOSS
