Delivery Manager
General Dynamics Information Technology (GDIT) is seeking a Delivery Manager to lead delivery execution for a major FDA modernization initiative. This role is central to the program's success and requires a leader who can ensure consistent, high-quality, on-time delivery in a complex Agile environment.
This is a high-impact leadership role for someone who excels at driving predictable delivery, elevating team performance, and ensuring solutions meet the highest standards of quality, timeliness, and mission value.
*** Hybrid position requiring 3 days in office at the GDIT Gaithersburg office and FDA Silver Spring campus.
How a Delivery Manager will make an impact:
- Be the primary force ensuring that program teams meet or exceed stakeholder expectations.
- Align delivery priorities across multiple work streams, maintain strong oversight of internal and external integration teams, and drive the coordination needed to keep the program on schedule and on track.
- Work closely with the Program Manager and leadership team, government stakeholders, and end-user communities to ensure delivery aligns with mission needs and operational outcomes.
- Ensure teams understand priorities, manage dependencies effectively, and maintain the pace required for a fast-moving modernization effort.
- Manage resources across multiple teams, ensuring they execute against release priorities and maintain healthy velocity and transparency.
- Oversee O&M and Help Desk operations to ensure seamless continuity of service and consistently high-quality outcomes.
- Drive teams to meet major project deadlines and release milestones by maintaining a clear delivery roadmap and proactively managing risks and dependencies.
- Learn and understand the mission, business processes, and user needs behind the system to align delivery decisions with operational outcomes and stakeholder priorities.
- Proactively identify and resolve delivery issues to meet performance, quality, and customer satisfaction goals.
- Work with the program team, clients and customers to develop and maintain strategic product roadmaps.
- Manage O&M, minor and major enhancement release scope, schedule, and deliverables across functional and technical teams.
- Support customer-facing meetings, sprint reviews, demos, and planning sessions to ensure alignment with stakeholder priorities.
- Present delivery metrics including velocity, story progress, impediments, and release milestones.
- Resolve delivery issues proactively to meet performance, quality, and customer satisfaction goals.
- Deliver proactive and transparent communication to maintain strong, trust-based customer relationships.
- Validate deliverables for completeness and quality, ensuring they meet customer requirements.
- Guide functional analysis, requirements definition, and documentation activities.
- Ensure IT capabilities remain aligned with evolving business needs, goals, and operational realities.
- Support testing cycles including functional testing and User Acceptance Testing (UAT).
- Coach teams on adopting innovative practices, tooling, and AI-enabled approaches that improve throughput, reduce manual effort, and accelerate time to value.
- Lead transformation efforts to elevate team performance, introduce modern engineering practices, and continuously improve delivery efficiency.
What you'll need to succeed:
- Bachelor's degree with 12+ years of experience (or equivalent combination of education and experience).
- Current or recent experience leading development projects at the FDA.
- A passion for the mission the project is supporting.
- Active PMI PMP certification.
- Experience working in a SAFE Agile environment.
- Experience managing projects with multiple key stakeholders.
- Self-organized with experience managing multi-system projects and working with cross-functional project teams in a matrixed environment.
- Experience in managing projects with Agile values, principles, processes, and methods such as iterative and incremental development, burn down, continuous integration, and test-driven.
Security Clearance Level:
- Must be able to obtain and maintain a Public Trust clearance.
