IT Project Manager, Systems Analyst

About the Role
As Task Manager and Technical Project Manager (Scrum Master) for the DOEHRS-IH/HC Portfolio, you'll be the day-to-day engine that keeps Agile delivery on track for DHA's occupational and environmental health surveillance systems. You'll serve as the contractor's primary point of contact for task order execution while leading the Scrum ceremonies that turn a prioritized backlog into completed, government-accepted software increments.
Key Responsibilities
- Serve as the Contractor's primary point of contact for task order activities, coordinating with the Program Manager, COR, and other stakeholders to keep work on schedule and accurately reported.
- Facilitate Sprint Planning, Daily Scrum, Sprint Review/Demo, and Sprint Retrospective activities across the DOEHRS-IH/HC Agile teams, ensuring backlog items meet established Definition of Ready and Definition of Done criteria.
- Work with Government stakeholders and the Service Functional community to refine and prioritize product backlogs consisting of epics, features, and user stories for each development phase.
- Track Sprint burndown, story point velocity, Time to Market, and other delivery metrics and provide accurate reporting on project progress and performance.
- Coordinate Sprint artifacts, including Requirements Traceability Matrix updates, sprint task boards, and demonstration materials, and maintain traceability from requirements through release.
- Support System Requirements Reviews, Preliminary and Critical Design Reviews, and Test Readiness Reviews as the Agile process owner.
- Identify and remove blockers affecting development and testing teams, escalating risks, issues, and dependencies before they impact sprint or release commitments.
- Balance sustainment priorities with development activities to support consistent delivery, system reliability, and modernization objectives.
Required Qualifications
- Bachelor's degree and 5–8+ years of technical project or program management experience. Journeyman-level candidates with 3+ years of relevant experience may also be considered.
- Certified Scrum Master (CSM) or equivalent Agile certification required; PMP certification is a strong plus.
- Demonstrated experience leading Scrum or SAFe ceremonies for federal software delivery teams.
- Experience managing Agile development sprints while simultaneously coordinating steady-state system sustainment activities.
- Strong organizational, communication, problem-solving, and stakeholder-management skills.
- Demonstrated ability to manage competing priorities, dependencies, risks, and delivery deadlines across cross-functional technical teams.
Preferred Qualifications
- Experience with DoD or other federal Agile software development and governance environments.
- Familiarity with JIRA, Confluence, or equivalent collaboration and project-management tools.
- Background supporting Military Health System (MHS), Defense Health Agency (DHA), or other federal health IT programs.
- Working knowledge of Requirements Traceability Matrix (RTM) management.
