Position Overview
We are seeking a detail-oriented Purchasing Planner to support a Foreign Military Sales (FMS) contract with the U.S. Army. The Purchasing Planner will be responsible for managing procurement planning, inventory control, and supply chain coordination to ensure timely and cost-effective acquisition of goods and services. This role requires strong logistics, procurement, and supply chain management expertise in compliance with U.S. Army and host-nation regulations.
Responsibilities- Develop and execute purchasing plans to meet operational requirements under the FMS contract.
- Coordinate with Purchasing, vendors, suppliers, and subcontractors to ensure timely procurement and delivery of materials and equipment.
- Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and host-nation procurement laws.
- Maintain accurate inventory tracking systems.
- Monitor supply chain performance and identify opportunities for cost savings and process improvements.
- Work closely with logistics, finance, and program management teams to optimize procurement efficiency.
- Track purchase requisitions, supplier performance, and delivery schedules to ensure contract fulfillment.
- Support budget planning, forecasting, and cost analysis for procurement activities.
- Ensure compliance with export control laws, trade agreements, and supply chain security requirements.
- Address supply chain disruptions, risk mitigation, and contingency planning as needed.
- 5+ years of experience in procurement, purchasing planning, or supply chain management.
- Strong knowledge of U.S. government procurement processes, FMS contracts, and defense supply chain logistics.
- Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint) and procurement databases.
- Excellent negotiation, problem-solving, and organizational skills.
- Ability to manage multiple priorities and work in a fast-paced, international environment.
- SECRET or higher security clearance
- Certified Professional in Supply Management (CSCM), Certified in Planning and Inventory Management (CPIM)
- Experience with host-nation procurement and logistics regulations.
- Familiarity with SAP, Deltek, or other government procurement platforms.
- Background in defense, aerospace, or government contracting industries.
