Position Summary: ANSER is seeking a Foreign Comparative Testing (FCT) SME/Program Manager to support the Foreign Comparative Testing (FCT) Program office within the Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)) is seeking a Foreign Comparative Testing (FCT) SME/Program Manager. In support of the FCT program, International Prototypes and Experimentation (IP&E) provides funding and oversees the prototype, demonstration, test, and evaluation of innovative technologies or products that demonstrate potential to benefit DoD research, development and acquisition programs.

In this role you will Initiates, supervises, and/or develops requirements from a projects inception to conclusion for complex to extremely complex programs.

Day to Day Responsibilities:

  • Initiates, supervises, and/or develops requirements from a projects inception to conclusion for complex to extremely complex programs.
  • Provides strategic advice, technical guidance and expertise to program and project staff.
  • Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or efforts for client-specific or mission critical or mission critical challenges/issues.
  • Consults with client to define need or problem
  • Supervises, studies, and leads surveys to collect and analyze data to provide advice and recommend solutions
  • Provide system engineering and technical analysis of ongoing and prospective prototypes and demonstrations of emerging technologies.
  • Assist in responding to short notice data calls, budget queries, project updates, presentations and deliveries of salient information to leadership and senior executives.
  • Provide analysis and program management support to monitor project execution (deliverables and funding obligations/expenditures) via project tracking tools, periodic (monthly) reports and financial products.
  • Provide recommendations to assist the Director of FCT in making decisions regarding potential transitions, technical and operational performance, risk, and suitability for approval as a prototype.
  • Prepare budget and programmatic justification as needed during the planning, programming, budget, and execution (PPBE) cycle, and prepare and deliver briefs and documents as required to support the customer.

Required Qualifications:

  • Minimum security clearance or ability to acquire a TS/SCI clearance
  • Masters degree.
  • 15+ years of experience including experience with existing and advanced DoD concepts, weapon systems and capabilities, concepts of operations, operational limitations, and staff processes.
  • Demonstrated experience in:
  • Planning and managing programs for or with the Federal government
  • Maintain close attention to detail while operating in a fast-paced environment
  • Solving complex problems across the Government, industry, allied and partner nations and/or academia
  • Passionately communicating technical information to non-technical audiences, both verbal and written
  • Developing and executing policy and process improvement activities
