Scope of WorkTHTBC is seeking a Program Control Manager with Government Contracting expertise to join our team.
The Program Control Manager (PCM) is responsible for overseeing the financial, schedule, and performance management of government contracts. This role emphasizes hands‑on program controls, adaptability, and partnership across teams while ensuring compliance with federal regulations and contractual requirements. The PCM supports sustainable growth, mission delivery, and long‑term customer relationships by providing accurate forecasting, transparent reporting, and actionable insights across the program lifecycle.
The ideal candidate has a deep understanding of budgeting, forecasting, EACs and burn rates in a government contracting environment and hands‑on experience with multiple contract types (CPFF, T&M, FP) and working knowledge of FAR/DFAR and funding compliance.
Responsibilities- Lead a team of Project Control Analysts, responsible for:
- Acting as the liaison between Accounting and Program Management
- Leading financial forecasting and cost control for a portfolio of FFP, T&M, and cost‑type contracts
- Establishing and maintaining cost and schedule control systems, including Deltek Costpoint project setup and maintenance
- Preparing budgets, funding profiles, sales forecasts, variance analyses, and management reports to ensure compliance with contractual and government cost control requirements
- Monitoring funding, expenditures, and projections to ensure adequate contract funding and timely incorporation of contractual changes
- Develop, manage, and refine program budgets, forecasts, and Estimates at Completion (EACs) in a resource‑constrained, growth‑oriented environment
- Monitor program cost, schedule, and performance across multiple contract types
- Analyze variances and proactively recommend corrective actions to Program Managers and leadership
- Track funding, burn rates, CLINs, and ceilings to ensure compliance with contract limitations
- Produce clear, concise internal reports and customer‑ready deliverables
- Support monthly program reviews, executive briefings, and ad hoc data requests
- Establish and maintain WBS, baseline plans, and schedules suitable for small to mid‑sized programs
- Support proposal development efforts, including pricing, cost volumes, and Basis of Estimate (BOE) narratives
- Manage baseline changes and scope adjustments in coordination with Contracts and Program Management
- Work closely with Program Managers to balance compliance with practical execution
- Provide financial oversight of subcontractors and teaming partners
- Ensure compliance with FAR, DFARS, CAS (as applicable), and internal policies
- Support DCMA/DCAA audits and customer reviews common to small and 8(a) contractors
- Maintain documentation and internal controls while enabling operational agility
- Supports other division initiatives and projects assigned
- Bachelor's degree in Finance, Accounting, Business, Engineering, or related field
- 7+ years of experience in program controls, project controls, or financial management within government contracting
- Strong knowledge of government contract types (Cost Plus, T&M, Fixed Price)
- Experience with budgeting, forecasting, and variance analysis
- Proficiency in Excel and financial reporting tools
- Working knowledge of FAR/DFARS and compliance requirement
- Master's degree (MBA or similar)
- Experience supporting DCMA/DCAA audits
- Familiarity with Deltek Costpoint or similar govcon systems
- Experience working across multiple programs simultaneously
