Position: Staff Regulatory Consultant (8551)

Our client, an engineering firm specializing in renewable energy, water, and environmental solutions, is seeking a Staff Regulatory Consultant to support hydroelectric relicensing, licensing, and permitting efforts. This role assists with federal hydropower license applications, state and federal environmental permits, regulatory research, and technical report development while coordinating with agencies and project stakeholders. The ideal candidate has 2–5 years of environmental regulatory experience, working knowledge of federal permitting and environmental laws (FERC, NEPA, CWA, ESA, NHPA), strong writing and organizational skills, and proficiency with Microsoft Office tools.

This is a hybrid, full-time position based in Falmouth, Maine.

Pay range: $60,000-$85,000 DOE

Responsibilities
  • Support hydroelectric relicensing, licensing, and permitting projects as part of a multidisciplinary team
  • Assist with preparation of federal hydropower license applications, including environmental analyses and supporting documentation
  • Prepare and contribute to state and federal environmental permits (e.g., USACE Section 404, CWA Section 401, Section 106)
  • Conduct project-related research and review applicable environmental regulations and permitting requirements
  • Write, summarize, and edit environmental, scientific, and engineering data for reports and permit applications
  • Develop reports, meeting agendas, and presentations for internal teams, agencies, and clients
  • Coordinate and attend meetings with resource agencies, contractors, and project stakeholders
  • Assist with project schedule tracking and budget planning
  • Lead small to medium project tasks while managing multiple priorities and deadlines
  • Communicate task assignments to other staff as needed
  • Participate in occasional fieldwork and in state or out of state travel as required
Requirements
  • Bachelor’s degree in Environmental Science, Environmental Policy or Studies, Ecology, Planning, Recreation, Political Science, or a related field
  • 2–5 years of experience in environmental regulatory, licensing, and compliance work
  • Demonstrated experience supporting FERC-regulated projects in a permitting and/or licensing environment
  • Direct experience with state and federal permitting processes, including:
  • US Army Corps of Engineers Section 404 permits
  • Section 106 (National Historic Preservation Act) compliance
  • Working knowledge of federal environmental regulations and agencies, including:
  • National Environmental Policy Act (NEPA)
  • National Historic Preservation Act (NHPA)
  • Clean Water Act (CWA)
  • Strong professional or collegiate-level writing, research, and communication skills
  • Demonstrated ability to organize, track, and manage multiple project assignments
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and SharePoint)
  • Ability to selectively and appropriately apply AI tools to work products
  • Comfort interfacing with clients, agencies, and the public, including public speaking experience
  • Ability to work collaboratively within a multidisciplinary team
  • Interest in learning and gaining additional professional experience
  • Ability to travel occasionally for in state and out of state meetings or assignments
  • Valid driver’s license
  • Permanent authorization to work in the United States
